全国农民盛赞 “免农业税”好，陕北农民认为，“修路”比“免税”更好。修路，使地老天荒的陕北老农首次走出黄土高坡，引进科学，输出产品，改善民生，初尝美好的现代生活。目前陕西高速公路已超过2000公里，居西北地区之首。

    “Although farmers throughout the country praise the policy of agricultural tax exceptions, farmers in Northern Shanxi province prefer the idea of highway construction. Highways allow farmers to leave the poorer areas of the loess plateau for the first time, allow exposure to science and technology, make product exportation possible, and generally improve the quality of life. Today the highway in the northwest part of Shaanxi Province stretches 2,000 km.”
