政府在沙漠中部有一个巨大的废料场。国会称有人可能会在夜间偷窃。于是，他们设置了一名守夜人职位，并雇佣了一个人来做这项工作。

然后，国会问：“看守人如何在没有指示的情况下完成他的工作？”

于是，他们成立了一个计划部门，并雇佣了两个人。一个人负责编写工作指南，另一个人负责研究员工绩效管理。

然后，国会问：“我们如何知道守夜人是否正确执行了工作任务？”

于是，他们创建了一个质量控制部门，并雇佣了两个人。一个负责研究，另一个负责撰写报告。

然后，国会问：“这些人将如何获得报酬？”

于是，他们成立了一个薪资部门，又雇佣了两个人。一名计时员，和一名计薪员。

然后，国会说：“谁将为所有这些人负责？”

于是，他们设立了一个行政部门，又雇佣了三个人。一名行政官、一名助理行政官，和一名法律秘书。

一年后，国会审查了沙漠废料场的运营情况，并表示：“我们已经让这个指挥部运营一年了。我们的预算超出了22000美元。我们必须削减总体成本！”

于是，他们裁撤了那个守夜人的职位。

The government had a vast scrap yard in the middle of a desert。Congress said someone may steal from it at night，so they created a night watchman，and hired a person for the job。

Then Congress said：“How does the watchman do his job without instruction？”

So they created a planning division and hired two people，one person to write the instructions and one person to do time studies。

Then Congress said：“How will we know the night watchman is doing the tasks correctly？”

So they created a quality control (QC) division and hired two people，one to do the studies and one to write the reports。

Then Congress said：“How are these people going to get paid？”

So they created a payroll division and hired two more people a time keeper and a payroll officer。

Then Congress said：“Who will be accountable for all of these people？”

So they created an administrative division and hired three more people：an Admin Officer、Assistant Admin Officer and a Legal Secretary。

Then，one year later，Congress reviewed the operation of the desert scrap yard and said：“We have had this command in operation for one year and we are $22000 over budget。We must cut back overall costs！”

So they eliminated the night watchman。
