政府数据库显示美国受污染程度下降

美国污染下降。一份来自工业、公用事业公司和其他企业的污染物年度目录显示2012年空气污染物下降了12%;自2003年来,水、空气和土地污染物下降了19%。

根据美国环境保护署(Environmental Protection Agency)发布的年度有毒物质排放目录(Toxics Release Inventory),美国空气受污染的程度正在下降。最新的2012年数据显示,21,000多个工厂报告的有毒空气污染物排放降低了8%。根据法律规定,有关方面需每年公布这类信息。

有近30年历史的有毒物质排放目录也收集有关土地和水污染排放的数据,显示自2011年以来各类有害污染物总体下降了12%。环境保护署报告称,在更大时间范围内污染物排放呈下降趋势:自2003年来有毒物质排放下降了19%。

法律要求各公司——制造商、公用事业公司、矿业和工厂——报告此数据,并要求环境保护署向公众公开此数据。

美国环境保护署署长吉娜·麦卡锡(Gina McCarthy)说:“民众有权了解使用了哪些有毒化学品,向自己的后院排放了哪些有毒化学品,以及公司为防止污染采取了什么措施。”

任何公民均可访问有毒物质排放目录数据库,查看所在社区受污染物程度的报告。

Government Database Shows Pollution Declining in U.S.

Pollution is down in the United States. An annual inventory of pollutants collected from industries, utilities and other enterprises shows a 12 percent drop in air pollutants in 2012 and a 19 percent decline in water, air and land pollutants since 2003.

U.S. air pollution is declining, according to an annual inventory of toxic releases issued by the Environmental Protection Agency (EPA). Data from 2012, the latest available, show an 8 percent decline in hazardous air pollutants released by more than 21,000 facilities required by law to report this information each year.

The almost 30-year-old Toxics Release Inventory (TRI) also collects data on emissions on land and in water, showing an overarching 12 percent decline in all classes of harmful pollutants since 2011. The EPA reports a downward trend in pollutant releases on a larger timescale, with toxic releases down 19 percent since 2003.

The law requires companies — manufacturers, utilities, mines, factories — to report the data, and it requires EPA to make the data available to the public.

"People deserve to know what toxic chemicals are being used and released in their backyards, and what companies are doing to prevent pollution,” said EPA Administrator Gina McCarthy.

Any citizen can access the TRI database to check up on the level of pollutants being reported in their communities.

The 1986 Emergency Planning and Community Right-to-Know Act came into law in response to public concern raised by deadly chemical releases that occurred at that time. Public awareness about the state of the environment remains high, as residents of Salt Lake City demonstrated in a January rally for cleaner air, seen above.

The TRI also reports on positive actions being taken to reduce pollutant releases. In 2012, about 15 percent of the reporting facilities described more than 10,000 specific activities they have undertaken to reduce pollutant releases.
