“ 统筹就业”政策帮助残疾人在就业市场上参与竞争。
肯尼·艾伦（Kenny Allen）（图中所示）为美国国家公路交通安全局（U.S. National Highway Traffic Safety Administration）设计出版物和网站。他患有骨骼疾病，只能依靠拐杖行走，但这并没有阻止他在假期里去全世界旅游。
艾伦说：“就是在日常生活中，有时也得想出别出心裁的办法才行。”
大约有5700万美国人身有残障。不过，“统筹就业”政策使他们在就业市场上处于平等地位。
于1990年签署生效的《美国残疾人法》（Americans with Disabilities Act）禁止雇主歧视残疾人。该法还要求在公共设施中提供轮椅坡道等便利设施。
失明并没有阻碍美国劳工部（Department of Labor）主管残疾人就业政策办公室（Office of Disability Employment Policy）的助理部长凯西·马丁内斯（Kathy Martinez）。她说：“倡导雇用残疾人的绝大多数政策和做法就是非常好的经营方式。”

Skills, Creativity Trump Disability

"Sometimes you have to come up with creative ways of doing things just in daily life," Allen says.
There are some 57 million Americans living with disabilities, but “integrated employment” policies help put them on an equal footing in the job market.
The Americans with Disabilities Act, signed into law in 1990, prohibits employers from discriminating against people with disabilities. It also calls for accommodations — such as wheelchair ramps — in public facilities.
Blindness hasn’t stymied Kathy Martinez, the assistant secretary for the Office of Disability Employment Policy at the Department of Labor.
“The vast majority of policies and practices that promote the employment of people with disabilities are just good business practices,” she says.
