10月19日,美国驻联合国使团顾问肯尼斯•霍奇金斯(Kenneth Hodgkins)在纽约联合国总部发表讲话指出,美国“继续强调加强国际合作,在广泛的领域促进对外层空间的和平利用。我们继续与联合国和其他组织密切合作,以解决日益严重的空间残留物问题,并促进可持续利用空间的‘最佳做法’”。

霍奇金斯还提到了运行时间最长的民用地球观测计划——地球资源观测卫星(Landsat)。该计划于1972年7月启动,今年正值40周年。霍奇金斯说,地球资源观测卫星“在全球范围内提供了有关地表监测、生态系统管理、减灾和气候变化研究的关键信息。”

霍奇金斯还说,自2008年以来,美国一直免费在因特网上提供地球资源观测卫星的全部影像档案。因此,图像发送已从平均每天刚刚超过50个图景增加到2011年的平均每天超过5500个图景。到2012年4月,已向186个国家的用户提供了逾800万个地球资源观测卫星图景。

这个由美国航空航天局(NASA)计算机生成的图像显示出目前正被追踪的地球轨道上的物体。图像所显示的物体中约95%为空间残留物,而不是仍在运行的卫星。

The United States continues to work in the United Nations and other venues to promote international cooperation on space and for a “code of conduct” to govern the peaceful uses of outer space.

On October 19, Kenneth Hodgkins, an adviser to the U.S. Mission to the United Nations, said in remarks at the United Nations in New York that the United States “continues to emphasize increased international cooperation to promote the peaceful use of outer space in a wide range of areas. We continue to work closely with the United Nations and with other organizations to address the growing problem of space debris and to promote “best practices” for sustainable use of space.”

Hodgkins also cited the 40th anniversary of the longest-running civilian Earth observation program, Landsat, launched in July 1972. Landsat, he said, “has provided on a worldwide basis essential information for land surface monitoring, ecosystems management, disaster mitigation, and climate change research.”

Since 2008, the full U.S. Landsat image archive has been made available free of charge over the Internet, Hodgkins said. As a result, he added, distribution of images has risen from an average of just more than 50 scenes per day to more than 5,500 scenes per day in 2011. By April 2012, more than 8 million Landsat scenes had been provided to users in 186 countries.

This NASA computer-generated graphic shows objects in Earth orbit currently being tracked. Approximately 95 percent of the objects in this illustration are orbital debris, not functional satellites.
