因为北京骤降大雨，我们不得不在机场等待了五个小时，才终于在凌晨 4: 30 抵达浙江省省会 – 杭州。

短暂休息后，我与一些在华蓬勃发展的英国企业见了面。Mel Russell 经营着一家富于进取精神的软件公司 - Soft Machinery，总部位于剑桥郡。这是他的第一次中国之行，目的是为了近距离了解自己公司的软件开发人员。

我与浙江省省长吕祖善先生签署了谅解备忘录。浙江省向来以其创业精神及鼓励小型企业发展的态度而闻名全国。正是这种精神才缔造了诸多中国驰名品牌，如阿里巴巴、吉利汽车和食品饮料公司娃哈哈集团。

吕省长对浙江省的发展前景有着非常独到的见解。吕省长希望，人口总数为五千一百万、面积超过威尔士的浙江省，能够在二氧化碳减排及高科技技术方面成为中国的先驱省份。

我刚刚抵达上海，首先会见的是上海市副市长唐登杰。重返此地的感觉很好。

We arrived in Hangzhou, the capital of Zhejiang Province at 4:30am after a 5 hour wait on the tarmac - flash flooding at Beijing airport.

After a quick nap, I met with British businesses, which are thriving in China. Mel Russell runs an adventurous software company - Soft Machinery, based in Cambridgeshire - and is on his first visit to China to get closer to his developers.

I signed an MOU with the Governor of Zhejiang Province. Zhejiang is famous all across China for its entrepreneurial spirit and its encouragement of small business. It is this spirit that has created companies that are household names across China, including Alibaba, Geely Automobile and food and beverage company Wahaha.

Governor Lv has a very specific vision for the province. He wants Zhejiang - with a population of 51 million and a larger footprint than Wales - to be China's leading province in the area of low carbon emissions and technologies.

Just arriving now in Shanghai; my first appointment is with Shanghai's vice Mayor Tang Dengjie. It's good to be back here.
