VIII. Accelerating Social Development（社会建设） with the Focus on Improving People's Livelihood （改善民生）

    Social development is closely related to the people's well-being（人民幸福安康）.

     More importance must therefore be attached to social development on the basis of economic growth to ensure and improve people's livelihood, carry out social restructuring（社会体制改革）, expand public services, improve social management and promote social equity and justice.

      We must do our best to ensure that all our people enjoy their rights to education, employment, medical and old-age care, and housing（学有所教、劳有所得、病有所医、老有所养、住有所居）, so as to build a harmonious society. （和谐社会）

    1. Give priority to education and turn China into a country rich in human resources（优先发展教育，建立人力资源强国）.

       Education is the cornerstone （基石）of national rejuvenation（民族振兴）, and equal access to education （教育公平）provides an important underpinning for social equity.

       We must implement（贯彻） the Party's educational policy to the letter（党的教育方针）, focus on educating students with top priority given to cultivating their moral integrity（育人为本，德育为先）, improve their overall quality（实施素质教育）, modernize the educational system, and train socialist builders and successors who have all-round attainments in moral, intellectual, physical and aesthetic education.

       All this is designed to run education to the satisfaction of the people（办人民满意的教育）.

       We will optimize （优化）the educational structure, promote balanced development of compulsory education（义务教育均衡发展, move faster toward universal access to senior secondary education（高中阶段教育）, vigorously develop vocational education（职业教育）, and improve the quality of higher education（高等教育）. We will also attach importance to pre-school education （学前教育）and care about special education（特殊教育）.

        We will update our views on education （更新教育观念）and deepen reform in curricula（课程）, modes of instruction, the systems of examination and enrollment（考试招生制度）, and the system for uating educational quality（质量评价制度）.

         We will ease the study load of primary and secondary school students （减轻中小学生课业负担）and improve their overall quality（综合素质）.

         We will continue to run education on a nonprofit basis（教育公益性质）, increase government spending on education, regulate （规范）the collection of education-related fees, support the development of education in poverty-stricken （贫困地区）and ethnic autonomous areas（少数民族地区）, improve the system of financial aid to students（学生资助制度）, and ensure that children from poor families and of rural migrant workers in cities（进城务工人员） enjoy equal access to compulsory education as other children.

        We will build up the ranks of teachers（教师队伍）, with the emphasis on improving the quality of teachers in rural areas.

        We will encourage and regulate educational programs run by nongovernmental sectors（社会力量）.

        Distance learning（远程教育） and continuing education（继续教育） will be promoted to make ours a society in which every citizen is committed to learning and pursues lifelong learning（终身学习）.
