Ownership by the whole people is the foundation for socialist marketing economy, with ownership by the whole people being the main component, and ownership by the whole people is reflected in the form of state-owned ownership. The State Council represents the whole people in managing whole people owned assets, similar to the group headquarters of all state-owned enterprises. Local governments are branchs. The State owned Assets Supervision and Administration Commission is the asset management department of the Group. State owned enterprises are subsidiaries invested and controlled by the group.

Since it is a group, an overall control system can be formed internally, forming an internal supply chain. Each branch and subsidiary should execute tasks according to the overall development strategy and goals of the group, and have strong planning ability internally.

State controlled financial institutions like financial companies or financing instruments within the group, which of course serve the overall goals of the group, as well as branchs and subsidiary companies. The internal business performance of internal finance companies can be analyzed in the group's general ledger, reflecting systematic contributions and disregarding the costs and risks of individual transactions internally.

The group adheres to internal rules of the enterprise internally, but follows market economy principles externally, and engages in transactions and competition with non-state-owned economies.
