Social Performance Management
Question
1.
Do you really think that SPM is useful [not only
as a hot topic for fundraising] to an MFI?
It’s useful for those MFI who have social
objectives in their vision and mission. But the challenge in
China is the Microfinance and MFIs are confused by the new
MCCs.

If you were to give an advice to an MFI to embark
on implementing SPM [not only for the purpose of get funding] what
would you say?
a.
I will check their vision and mission determined
by the Board of Directors. If they do have the
social objective but not stated obviously, I will suggest them to
put the social objective in the mission.
b.
If the social objective has already been stated in
their mission, I will ask them to prove their achievement of the
goal with indicators. If they can not give me the answer, I will
suggest them to take a SPE.
c.
If the SPE shows the positive result, I will
suggest them to use SPM for a sustainable fulfil of the social
objective.
d.
If the SPE shows negative result, I will suggest
them to use SPM to improve the work and get the result
controlled.
3.
Do you believe that MFIs provide subsistence
support to clients only [generating their dependency on MFI] or a
real development opportunity that helps the client achieve economic
independence? What is the SPM contribution to this?
a.
MF can provide both the subsistence support to
clients when they in difficulties and the economic independence
when they grow up.
b.
The effectiveness of SPM is based on the mission
of the organization. If the mission is help the client achieve
economic independence, the SPM shall design to make it
sure.
c.
An effective SPM can track the situation of
clients and their dynamic needs and then to meet their needs by
providing proper financial services.
4.
If for so many years of MF existence in the world,
we haven't managed to significantly reduce poverty, does the issue
of implementing or not SPM really matter?
Poverty has multi-dimension factors. In-sufficient
of financial service is only one of that. MF can not reduce poverty
with out the improvement of the other impacting factors. SPM can
control the MF it self and make it more effective when the other
factors change simultaneously. If every one do our
own job better, the world will be better.
5.
Is there really a real commitment at the industry
level to support SPM?
Not yet, at least in China, no mater by the
regulators of the practitioners.
6.
What would be your motivational message to an MFI
so that they
start implementing SPM?
Do you job better, the world must be
better.
7.
What is the difference between SPM and
SR?
a.
SPM is endogenously created from the mission of
the institute. SR is more like adaptability under the social
pressure.
b.
SPM is designed especially for different social
business; SR is meeting the common understanding of some social and
environment basic requirements.
c.
SPM has direct relationship with the business; SR
has no direct impact on the business sometime.
d.
SPM is implemented in the whole process of the
management, from planning to evaluation; SR is more like to be made
when never needed.
e.
SPM is the internal control; SR is more like
appraisal of bystanders.

What are the differences between different
initiatives and programs? What have been their achievements so
far?

What would be your motivational message to an MFI
that would like to take on SPM?
To eat the crab right now, other wise you will
