关于第六轮艾滋病项目签约的相关信息

全球基金秘书处：

中国疾控中心（全球基金第六轮中国PR）：

据我们了解，经过中国疾控中心（全球基金第六轮中国PR）与全球基金秘书处中国项目经理的磋商，备受关注和争议的中国全球基金第六轮艾滋病项目已经悄悄地决定于近日签约。

中国全球基金第六轮艾滋病项目的名称为“鼓励、支持民间组织和非政府部门参加扩大中国艾滋病防治工作”，但是，此次签约，中国的草根民间组织既不知情、也没有被征求意见、也没有得到任何信息通报，这违背了全球基金的“公开、透明、可记录”原则，我们表示强烈的不满。

我们由一百个草根民间组织为成员的“中国艾滋病工作民间组织联席会议” 高度关注中国第六轮艾滋病项目的签约动向。我们希望全球基金秘书处和中国PR(中国CDC)澄清签约消息的真实性。

同时，我们注意到，全球基金秘书处及PR（中国CDC）至今没有公布与第六轮签约相关的信息，例如：提交给全球基金总部的经修改的第六轮第一期前两年工作计划、以及全球基金总部与第六轮PR（中国CDC）的签署的合同文本。

作为与全球基金第六轮中国艾滋病项目息息相关的草根组织，我们要求：

1）要求全球基金秘书处、中国CCM秘书处及PR（中国CDC）以中英文双语在全球基金网站、中国全球基金项目官方网站及中国CDC性艾中心网站上公布提交给全球基金总部的第六轮第一期前两年工作计划的具体内容。

2）要求全球基金秘书处、中国CCM秘书处及PR（中国CDC）以中英文双语在全球基金网站、中国全球基金项目官方网站及中国CDC性艾中心网站上公布全球基金总部与第六轮PR（中国CDC）合同的具体文本。

 Request to the Secretariat of the Global Fund and the China Center for Disease Control

to Disclose Information about the 6^th Round Global Fund Contract Signing

To: The Secretariat of the Global Fund to Fight AIDS, TB, and Malaria

As we know, the contract for the 6^th round China AIDS project of the Global Fund, which generated much public controversy, was nonetheless signed days after closed-door negotiations between the China CDC and the secretariat of the Global Fund.

The title of the 6^th round China AIDS project of the Global Fund is to “encourage and support the civil society and non-governmental organizations to participate in the activity of AIDS prevention and care in China.” However, the grant agreement was not disclosed to Chinese grass-root organizations, nor was the grassroots Chinese NGO community consulted about the signing of this contract. This breaches the principal of “public, clear and recordable”. We are very dismayed by these events.

The China National Network of AIDS CBOs, which consisted of over 100 grass-roots organizations, was vitally concerned about this 6^th round grant agreement . We call on the Secretariat of the Global Fund and the China CDC to explain exactly what happened regarding the signing of this grant agreement.

We note that the secretariat of the Global Fund and China CDC have not yet disclosed this information. We have also not yet seen the first, two-year work plan and the contract text signed  or to be signed between the headquarters of the Global Fund and the China Center for Disease Control, sent to the Global Fund secretariat.

As a grass-roots organization with a vital interest in the Global Fund 6^th China AIDS project, we require the following:

1. We request that the secretariat of the China CCM and Principal Recipient (China CDC) publicize the detailed content of the 6^th round grant’s first, two-year work plan submitted to the headquarters of the Global Fund both in English and Chinese, on the website of the China Global Fund project and on the website of China CDC Sex and AIDS.

2. We request that the secretariat of the China CCM and PR (China CDC) publicize the detailed contract text signed between the Global Fund secretariat and the 6^th round grant’s PR (China CDC) both in English and Chinese, on the website of China Global Fund project and on the website of China CDC Sex and AIDS.
