话说美国中央情报局的战略服务部门在二战期间（1944年）印制了一本秘密手册，题目是SIMPLE SABOTAGE FIELD MANUAL，专门教美国特工们如何在敌营搞破坏活动。联想起斯诺登泄露的“棱镜门”，这本陈旧的小册子不但有些历史意义，也说不定有点现实意义。

这本小册子到2007年才解密，我们看到当年的美国特工打入敌营后在工作单位内可以进行以下十种“实操”进行实地破坏活动——

1. “Insist on doing everything through ‘channels,’” “Never permit short-cuts to be taken in order to expedite decisions.”（拒绝通过走合理捷径来加快进度。“坚持所有事情都通过‘渠道’来做，绝不允许为了加快决策而走捷径”。）

2. “Make speeches,” “Talk as frequently as possible and at great length. Illustrate your ‘points’ by long anecdotes and accounts of personal experiences. Never hesitate to make a few appropriate ‘patriotic’ comments….Bring up irrelevant issues as frequently as possible.”

（“做演讲，尽量频繁地讲话，长篇讲话。用长篇趣闻和个人经历来阐述‘观点’。随时发表一些合适的‘爱国’言论……尽量频繁地谈起不相干的事情”）。

3. “When possible, refer all matters to committees, for ‘further study and consideration,’” “Attempt to make the committees as large as possible — never less than five.” Then “hold conferences when there is more critical work to be done.”（“一有可能就把所有事情推给委员会‘做进一步研究和考虑’。尝试将委员会的规模做到尽量大，一定不要少于五人”，然后“在有更重要的事情要做时开会”。）

4.  “Haggle over precise wordings of communications, minutes, resolutions,” says the field manual. “Insist on perfect work in relatively unimportant products” and “send back for refinishing those which have the least flaw.”（吹毛求疵。“要对通信、纪要和决议的措辞争论不休”，“坚持在相对次要的产品上尽善尽美”，“有一点点缺陷就拿回去返工”。）

5. Keep trying to re-open settled decisions and “refer back to matters decided upon at the last meeting and attempt to re-open the question of the advisability of that decision” （试图重议已经做好的决策。频繁地重提上次会议已经决定的事情，试图再次谈起该决策是否明智的问题）

6.  “Advocate ‘caution,’” the manual advises the operative who is trying to undermine an organization. “Be ‘reasonable’ and urge your fellow-conferees to be ‘reasonable’ and avoid haste which might result in embarrassments or difficulties later on.” Worry about “whether such action as is contemplated lies within the jurisdiction of the group or whether it might conflict with the policy of some higher echelon.”  “Apply all regulations to the last letter.”（用数不清的顾虑来推迟所有事情。“倡导‘谨慎’，做到‘理智’，并劝告其他参与商讨者‘理智’，避免仓促行事，以免今后出现难堪或麻烦”。担心“正在研究的这个行动是否属于组织的职权范围，有没有可能违背某个上级的政策”，“不折不扣地奉行所有规定”）。

7. “Multiply paperwork in plausible ways,” “multiply the procedures and clearances involved in issuing instructions, pay checks, and so on” and “see that three people have to approve everything where one would do.”(用无休止、无意义的过场和表格折腾人。“以看似合理的方式将文书工作加倍”，“将签发指令、支票等等所涉及的流程和审批加倍”，“一个人就可以批的时候也要让三个人来批”)。

8. “Spread disturbing rumors that sound like inside dope.”（“传播令人不安的谣言，听起来像内幕消息一样”）。

9. “To lower morale and with it, production,” “be pleasant to inefficient workers; give them undeserved promotions. Discriminate against efficient workers; complain unjustly about their work.” （“善待低效员工，让他们无功受禄；歧视高效员工，不公正地报怨他们的工作，从而降低士气进而降低效率”。

10. And if all else fails, the saboteur can simply be incompetent. “Work slowly,” the manual advises the saboteur. “Pretend that instructions are hard to understand, and ask to have them repeated more than once… Do your work poorly and blame it on bad tools, machinery, or equipment,” and “snarl up administration in every possible way.”（最后，如果以上做法都不奏效，特务只要做到不胜任工作就可以了。建议“拖拖沓沓地工作，假装指令很难理解，要求重复一遍以上……把事情做得很差，说是因为工具、机器或设备不行”，“用一切可行的方式将公司运营搞乱”）。

虽然用以上做法搞破坏已经是往事了，而且显得有点too simple too naive，不过，即便到了今天，也有人脚得用以上的行为准则来观察衡量周围的人和事，可以有效地识别“美分党”或者“带路党”.......
