Task2: Some people think that the amount of noise people make have to be controlled strictly, others say that people are free to make as much as they wish. Discuss both sides and give your opinion.

1月17日的这道题应该算是一道新题目，属于社会类话题。好在此类话题一般不算太难，而且discuss类型基本不容易写偏题。

说起noise pollution这一话题, 熟悉新概念的童鞋应该对这两篇文章有印象。一是新三的lesson 47 Too high a price? 代价太高？；二是新四的Lesson 25 Non-auditory effects of noise噪音的非听觉效应。这两篇文章无论从思路还是语言方面都有考生值得借鉴的地方。看来，平时多做点基本功，考场上还是有回报的。

有人说，这一社会话题对学生考试群体来说还是有点难度，我本人是不太同意这一说法的。其一，从雅思近几年的考试风向来看，所涉及的话题都是比较接地气的。只要大家平时做生活的有心人，多注意观察对社会现象多一些思考，越是社会现实话题考生应该越是有话可说。其二，学生考试群体是什么样的一群人？为什么总要拿“学生族”做借口？学生不是只该“两耳不闻窗外事，一心只读圣贤书”的书呆子，新时代的烤鸭们应该是要跨出国门，即将拥有国际视野和理想抱负的新青年嘛！对一些社会现象和时事形成不了自己独立的看法，出去以后恐怕也难有所成就啊！

所以，我想说的就是，烤鸭们既然选择了这门国际性的语言测试，就要时刻提醒自己关注身边事，常思考并形成自己的看法，如果你经常做这样的训练，到了真正上考场的那一天就应该是下笔前胸有成竹、书写从容不迫了http://www/uc/myshow/blog/misc/gif/E___6724EN00SIGG.gif

One of the most insidious kinds of pollution that particularly affects urban life is noise. While people who plea for a quieter societysupport a strict control of noise level, others argue that noise is a normal phenomenon and there is no necessity to set limits for the noisemakers.

People who call for noise abatement measures believe that the adverse effects of noise are obvious. It is generally known that sounds over a certain level of decibel can cause damage to people's hearing. In a recent survey, a majority of young adults reported having experienced impaired hearing after exposure to loud music at concerts or in clubs. Today's modern cities are full of unpleasant noises such as vehicle honking, shrieking alarms and loud conversations on the mobile phones in public places. Long time exposure to such noises also poses threat to people's mental health. For example, urban citizens who live in the vicinity of large constructions sites where heavy trucks work day and night feel difficulty falling into a sound sleep and might even suffer from sleeping disorders. What is more, school children are at risk as well. Children who live in noisy environments have been shown to have elevated blood pressures and high levels of stress-induced hormones. Prolonged exposure to noise can affect their cognition, behavior, social-emotional development and academic outcomes. 

Opponents of the noise control proposal, however, might not be prepared to admit the possible unfavorable influence of noise. They argue that it is their right to make themselves heard by other people no matter what way they use. If they choose to keep quiet , they are unlikely to have their basic rights protected. For instance, when they are unsatisfied with a certain proposal by the government or unjustified treatment by judges, they tend to make loud protestations on the streets, marching and shouting slogans. They also believe that in most occasions it is inevitable to make some noise in daily life.For example, when their favorite players score in the final of World Cup or NBA, young people simply cannot resist cheering wildly to show their excitement and joy.

My view is that although people have right to free speech and enjoy their life, they should also show respect to others. Sound is essential to our daily lives, but loud noise is considered as pollution and can be damaging to our hearing and psychological health. Therefore specific requirements on noise level should be set and people are supposed to show self-discipline in public places.
