背景/BACKGROUND:
为加强对机队应急定位发射机的管理,保护航空遇险和安全频率,避免或减少因误发射对航空无线电秩序造成影响,便于尽快对发射遇险告警信号的航空器进行定位、搜索和营救,根据民航局飞标司《民用航空机载应急示位发射机管理规定》(MD-TM-2010-004)和各地区局的补充政策,结合本公司政策下发本通告,请各单位遵照执行。
In order to enhance the management for ELT for the purpose of
protecting
aviation distress frequency and avoiding or reducing the impact
caused by ELT spurious activating
event, so that the accident aircraft can be located and searched
quickly by help of distress signal. As per CAAC specification
document for ELT management and combined with company policy, this
TA is issued. please obey the provisions given this TA.

一、
针对ELT的维护需遵循以下要求
The
requirements for ELT maintenance.
机载应急定位发射机的工作频率为:121.5MHZ、243MHZ和406-406.1MHZ。其中121.5MHz频率用于遇险和紧急时的无线电话,供使用117.975MHz—137MHz频带内的航空移动业务电台使用,还用于营救器电台和应急定位发射机。243MHz供营救器电台使用的频率,可用于有人驾驶空间飞行器的搜索和救援工作。406—406.1MHz为卫星应急定位发射机地对空方向的专用频带。
为防止在应急无线电频率上造成非法干扰,禁止任何部门和个人在上述频率上发射对遇险和安全通信产生有害干扰信号。如需为测试目的发送完整的遇险告警信号,需注意以下事项。
A.
对ELT进行例行的维护测试工作时,应注意:
1)
维修单位(例如:GCAT或各运营人维修工程部)的计划部门应提前通知相应的质量部门适航联络员。质量部门适航联络需根据局方相关规定向相关的主管单位申请ELT测试许可。如地区空管部门要求ELT测试前拍发航行通告,根据地区不同,由计划部门或质量部门(注:根据内部工作程序确定申请单位)向运营人运控部门提前申请颁发航行通告。计划部门需确保在实际工作前已经获得局方和空管部门发射测试的批准。
2)
机械员执行应急定位发射机的相关测试时,须先征得塔台的同意。注意每次测试只能在每小时开始的5分钟内进行,且每次发送时间不要超过10秒钟。测试前,须在测试频率上进行收听,在确认没有遇险信号发射的情况下再进行测试。
B.
因非例行排故等原因需要对应急定位发射机进行测试发射时,应注意:
1)
维修单位安排工作的部门(例如:PPC、MCC或TS等)在安排发射测试前第一时间通知相应的质量部门适航联络。质量部门需根据局方相关规定向相关的主管单位申请ELT测试许可。安排工作的部门(例如:PPC、MCC或TS等)需确认在实际工作前已经获得局方发射测试的批准。
2)
机械员执行应急定位发射机的相关测试时,需先和安排工作的部门确认已经获得相应的许可。实际测试发射前需仍先征得塔台的同意。注意每次测试只能在每小时开始的5分钟内进行,且每次发送时间不要超过10秒钟。测试前,须在测试频率上进行收听,在确认没有遇险信号发射的情况下再进行测试。
There are three ELT transmitting frequencies:
121.5MHz,243MHz and 406-406.1MHz. 121.5MHz is used for radiophone
in distress and emergency, only for air mobile radio in
117.975MHz-137MHz. Also used for rescue radio and emergency locator
transmitters. 243MHz is for rescue radio. It can be used in manned
aerocraft for the search and rescue operations. 406-406.1MHz is
special for satellite emergency locator transmitter
ground-to-air.
In order to avoid
interface to emergency frequency, it is
prohibited to transmit any interface signal at above frequencies.
If the transmitting is for test purpose, please pay attention to
following provisions.
A.
For
routine ELT maintenance task which requires ELT transmitting, pay
attention:
1)
Maintenance unit’s
plan depart should notice airworthiness contactor earlier.
Maintenance unit’s quality depart should then apply for test
approval from related depart according to related regulation. If
NOTAM is required by ATC before test, quality depart or planing
depart should send application to operation depart of operator. The
plan depart should ensure that approval for test was obtained
before on-site work.
2)
Mechanics have to
obtain grant from ATC before ELT transmitting test. Each test can
only be done at the first five minutes per hour and the
transmitting can’t last more than 10 seconds. Before the test, hear
at test frequency and make sure no distress signal is
transmitting.
B.
Fot
unscheduled ELT maintenance task in case of ELT troubleshooting and
ELT transmitting test is required, pay attention:
1)
The
depart such as PPC,MCC or TS should notice related airworthiness
contactor (see notice 3) in advance as soon as
possible.
The airworthiness contactor should then apply for test approval
from related depart according to related regulation. PPC,MCC or TS
should ensure that approval for test was obtained before on-site
work.
2)
Mechanics have to
ask the depart who released job oreder to confirm that test
approval has been obtained. And the granting for test from ATC is
also required before ELT transmitting test. Each test can only be
done at the first five minutes per hour and the transmitting can’t
last more than 10 seconds. Before the test, hear at test frequency
and make sure no distress signal is transmitting.
二、
应急定位发射机编码协议确认、编码备案和变更报告需严格遵循下面流程。
For ELT
coding protocol, code record and code alteration report, below work
flow should be complied.
注1:对于海航股份新引进飞机,由集团引进办负责ELT编码信息登记表的填写。对于其他营运人新引进飞机,由营运人的工程人员负责ELT编码信息登记表的填写。
Note 1: For airplanes introduced by Hainan Airlines, the
registration form of ELT coding is filled by airplane purchase
depart of HNA group. For airplanes introduced by other
operators,
the registration form of ELT coding is filled by operator’s
engineering depart.

注4:自动编程模块带记忆存储功能,当与ELT发射组件本体连接时,自动编程模块中的编码信息自动写入ELT发射组件。因此,对于安装自动编程模块的飞机无需对ELT发射组件本体进行编码,只需对自动编程模块进行编码。在决定ELT编码协议时,需先咨询ELT厂家或查询维护类手册确认ELT是否具备自动编程(AUTOMATIC
PROGRAMMING FUNCTION)功能。下表为各ELT厂家自动编程模块对应表。
Note 4: automatic programming module have memory function, the
coding information can be written into ELT from automatic
programming module once it is connected with ELT. For airplane have
ELT automatic programming module, it is not necessary to program
ELT unit, only automatic programming module should be coded. Before
determining the coding protocol, ask ELT vendor or with the
reference of maintenance manual to confirm if automatic programming
module is installed, Different ELT vendor has different type of
automatic module.

注5:ELT组件自身的序号指ELT壳体铭牌上的SN,是由ELT厂家分配的独一无二的识别编码。个别厂家把ELT编码成CSN,CSN是国际低轨道搜索和营救卫星组织分配给每个ELT或自动编程模块的序号,我司不允许把ELT编码成CSN。
Note 5: SN is labeled on the ELT unit and it is assigned by ELT
vendor. CSN is assigned by Cospas-Sarsat, it can’t be adopted as
ELT coding protocol.
