美国国家海洋与大气层管理局(NOAA)发布了《北极行动计划》(Arctic Action Plan),“这份文件将为该局的科学家、利益相关方及合作方提供一个路线图,以便为监控、了解和保护这个巨大的、宝贵的、脆弱的地区共同取得进展”。
国家海洋与大气层管理局在4月21日发布这项计划的简报中说,该计划响应了欧巴马总统倡导在这个不断变化的地区增强协调的呼吁。

这项计划对国家海洋与大气层管理局多种多样的北极项目进行了综合介绍,并说明这些使命、产品和服务如何支持总统的战略所阐明的目标。它还列出了该局计划在2014年和2015年采取的80多项行动,以支持同北极有关的使命和任务,并增进对这个地区的科学研究。

U.S. Agency Releases Arctic Action Plan

The National Oceanic and Atmospheric Administration (NOAA) has unveiled its Arctic Action Plan, “a document that provides NOAA scientists, stakeholders and partners a roadmap to make shared progress in monitoring, understanding, and protecting this vast, valuable, and vulnerable region.”
The plan responds to President Obama’s call for greater coordination in this ever-changing region, NOAA stated in announcing the plan’s April 21 release.
“Climate change is making the Arctic a greener, warmer, and increasingly accessible place for economic opportunity,” NOAA said. “However, climate impacts such as sea ice loss and rising ocean acidification are straining coastal community resilience and sound resource stewardship. Impacts are also being studied outside the Arctic, as NOAA scientists and colleagues work to better understand the region’s influence on global weather and climate patterns.”
The plan offers an integrated overview of NOAA’s diverse Arctic programs and shows how these missions, products and services support the goals set forth in the president’s strategy. It also lists more than 80 actions that NOAA plans to take in 2014 and 2015 to support Arctic-related missions and mandates and to further scientific understanding of the region.
