今年正值《美国残疾人法》成为法律23周年。《美国残疾人法》是一项消除对残疾人的歧视的全面法案,已帮助数百万人获得在学校、卫生保健设施和工作场所的无障碍通道。在因特网时代,该法案使有视觉或听觉残疾的人也能使用商业和政府网站。它已成为保护所有人的民权及进入社区生活的法律工具。

欧巴马总统(President Obama)在谈到《美国残疾人法》时曾说:“平等的途径。平等的机会。按我们的意愿生活的自由。这些原则不属于任何一个团体或任何一个政党。这些是共同的原则。这些是美国的原则。不论我们是什么人——年轻人、老年人、富人、穷人、黑人、白人、拉美裔、亚裔、美国原住民、同性恋、异性恋、残疾与否——这些是我们作为美利坚合众国公民所珍视的原则。”

Now in its 23rd year as law, the Americans with Disabilities Act helps ensure that all Americans have the basic opportunities to live a full life.

Why should intellect, spirit and ambition be tethered by a less-than-perfect body?

They shouldn’t! And the Americans with Disabilities Act (ADA) makes sure that they aren’t.

Now celebrating its 23rd year as law, the ADA is a comprehensive mandate to eliminate discrimination against people with disabilities. It has helped millions of people gain barrier-free access to schools, health care facilities and places of employment. In this age of the Internet, it has made business and government websites accessible to people with vision or hearing disabilities. It is a legal tool to protect civil rights and access to community living for everyone.

In speaking of the ADA, President Obama has said: “Equal access. Equal opportunity. The freedom to make our lives what we will. These aren’t principles that belong to any one group or any one political party. They are common principles. They are American principles. No matter who we are — young, old, rich, poor, black, white, Latino, Asian, Native American, gay, straight, disabled or not — these are the principles we cherish as citizens of the United States of America.”

The “age-old American creed,” Obama said, is “Yes, we can.”
