华盛顿哥伦比亚特区居民位于政客环绕之中,但在国会却没有投票代表。

如果你来到美国首都,可能会注意到一些汽车牌照上印有这几个字:“纳税却无代表”(Taxation Without Representation)。这是因为,尽管首都管华盛顿哥伦比亚特区(Washington, D.C.)的居民要向联邦政府纳税,但他们在联邦国会中却没有投票代表。

1790年的《首都选址法》(Residence Act)将华盛顿定为美国首都并规定,它是联邦管辖区,即哥伦比亚特区(District of Columbia),因此不属于任何州。由于美国宪法规定只有州才有民选代表,所以特区居民被排除在外。事实上,特区居民没有代表自己的参议员,在联邦众议院只有一名无投票权的代表;但他们拥有三张美国总统选举团票。

华盛顿哥伦比亚特区有自己的市长和由13名当选代表组成的市议会。然而,它的预算由国会掌控,国会也可以否决市议会的任何行动。对此,特区居民利用汽车牌照含蓄地表示抗议。

Washington, D.C., residents are surrounded by politicians, but do not have a voting representative in Congress.

If you ever visit the U.S. capital, you may notice license plates branded with the phrase “Taxation Without Representation.” That’s because residents of Washington, D.C., pay taxes to the federal government, but do not have a voting representative in the U.S. Congress.

When the Residence Act designated Washington the nation’s capital in 1790, it stipulated that the District of Columbia was a federal territory and thus not a part of any state. Because the U.S. Constitution affords only states elected representation, D.C. residents were left without. In fact, D.C. residents have no senators, one nonvoting delegate to the U.S. House of Representatives and three electoral votes for the U.S. presidency.

Washington, D.C., does have a mayor and a city council of 13 elected representatives. The U.S. Congress, however, has control of the district's budget and can veto any council action. D.C. residents use their license plates as a vehicle of subtle protest against this situation.
