加利福尼亚的减排措施为其他州和其他国家树立了榜样。
如果作为一个国家排名,加利福尼亚的经济规模将在世界上名列第八。因此,该州在2006年通过的《全球变暖解决方案法》(Global Warming Solutions Act)不仅在美国——也将在世界各地——产生影响。该法律建立了一个全面的项目,旨在减少全州各种来源的温室气体排放。
这项法律的倡导者成功地使公司企业信服:应对气候变化的措施——包括提高能源效率、开发可再生能源和替代运输燃料、二氧化碳排放限额交易——能够促进经济增长,创造成千上万个就业机会。
2009年9月,加利福尼亚和美国其他30多个州在洛杉矶举行了首届“州长全球气候峰会”,来自世界各地的1200多名代表与会。会议重点探讨了在州和地方一级采取的行动以及这些行动如何在建设可持续经济的同时减少温室气体排放。
加利福尼亚环保局前局长特里·塔梅恩(Terry Tamminen)说:“在参与起草该法案之后,我比以往任何时候都更坚信,州和地方一级的行动能够对减少排放发挥重大作用。”

California Takes On Emissions

California's aggressive efforts to curb greenhouse gas emissions are serving as a model for other states and other countries.
California is the world’s eighth-largest economy, so the state’s Global Warming Solutions Act of 2006 has the potential to make an impact not only in the United States, but around the world. The law established a comprehensive program to reduce greenhouse gas emissions from all sources throughout the state.
Proponents succeeded in convincing industry groups that measures to address climate change — including energy efficiency, the development of renewable energy and alternative transportation fuels, and carbon dioxide emissions trading — would boost the economy and create thousands of new jobs.
In September 2009, California and more than 30 other U.S. states hosted the first Governors’ Global Climate Summit in Los Angeles, drawing some 1,200 participants from across the world. The summit focused on action being taken at the state and local level and how those actions are building environmentally sustainable economies while also reducing greenhouse gas emissions.
“Having been involved in the drafting of that law,” said Terry Tamminen, former secretary of the California Environmental Protection Agency, “I’m more confident than ever that action taken at the state and local level will have a significant impact on lowering emissions.”
