西雅图坚持采取节能措施,建设便于徒步行走的社区,同时提高建筑物的能源效率。

2005年,西雅图(Seattle)为解决面临的缺水问题发起节能计划,要求减少驾车外出,为现有建筑安装隔热材料和进行改建,力求为发展清洁能源工作岗位和创造发明提供良好的条件。

考虑到小规模便于徒步行走的社区,辅以公共汽车和轻轨线路比较有利,胜过分布广泛和以开车代步的生活环境,西雅图采取行动重振被忽视的社区。通过该市与民间投资方发展伙伴关系,邻近市中心的南联合湖(South Lake Union)地区成为热闹的高科技走廊,一条电车轨道贯穿其间,商店和饭店鳞次栉比,还在原海军船坞旧址兴建了一座水边公园。

西雅图还发起了一项创新计划,要求减少建筑物泄出的能源,通过低耗能评估帮助住房拥有者和工商业主认识到他们拥有的建筑正在浪费热能和电力。该市与一个社区投资机构联手为节能投资提供20年贷款。

西雅图可持续和环境办公室(Office of Sustainability and Environment.)前主任迈克·曼(Mike Mann)表示,“城市是排放集中的地方,因为城市是工业中心和人口密集的地区。但是城市也是解决方案的试验场。”

Seattle Gets Serious on Energy Savings

Seattle committed to reducing its energy use in 2005 and found innovative ways to do so by making neighborhoods more walkable and buildings more efficient.

When the city of Seattle faced water shortages in 2005, it launched plans to cut energy waste by reducing driving, insulating and retrofitting existing buildings, and positioning itself as a hotbed of clean-energy jobs and innovation.

Recognizing the benefits of compact, walkable neighborhoods with bus and light-rail networks as compared to spread-out, car-based living environments, Seattle moved to revitalize neglected neighborhoods. Through partnerships between the city and private investors, South Lake Union near downtown became a bustling high-tech corridor with a streetcar line, shops and restaurants, and a waterfront park where a Navy shipyard once stood.

Seattle also launched an innovative program to reduce energy waste from leaky buildings, with low-cost energy assessments to help home and business owners understand where their buildings are wasting heat and electricity. The city partners with a community investment institution to offer 20-year loans for energy-efficiency investments.

“Cities are the location of a lot of emissions because they’re centers of industry and population,” said Mike Mann, the former director of the city’s Office of Sustainability and Environment. “But they’re also laboratories for solutions.”
