新联盟通过制作纪录片增进妇女的自主权

(一项新缔结的伙伴关系将制作关于妇女和女童奋起摆脱悲惨境遇的纪录片并将这些影片纳入教育和其他领域的发展工作中。)

 

美国国务院国际信息局(IIP)《美国参考》自华盛顿报道,美国国际开发署(USAID)、福特基金会(Ford Foundation)和独立电视服务(Independent Television Service,ITVS)宣布与美国关爱组织(CARE USA)联合建立一个全球发展联盟 (Global Development Alliance,GDA),在世界各地促进男女平等并增进妇女的自主权。

通过这项新的伙伴关系,全球妇女和女童先导项目(Women and Girls Lead Global)、美国国际开发署、福特基金会和独立电视服务将制作有关非凡妇女和女童奋起摆脱极其不幸的境遇,为她们自己、她们的家庭和社区创造更好的生活的纪录片。这个联盟将与关爱组织和地方非政府组织一起广泛发行这些影片,并将它们纳入现有的在卫生、教育、打击基于性别的暴力以及扩大经济机会和培养领导能力等方面展开的发展工作中。

美国国际开发署6月18日指出,这一全球妇女和女童先导模式将把记叙手法和大众传媒的革新力量与各国改善人民生活及帮助妇女和女童实现其全部潜能的努力联系起来。

美国国际开发署创新事务专员莫拉·奥尼尔(Maura O'Neill)说:“我们非常高兴与两个在利用媒体取得发展成果方面的创新先导福特基金会和独立电视服务协作。与关爱组织合作,该联盟将调动21世纪媒体的全部威力,维护世界各地的妇女和女童。”

全球发展联盟将进一步推动其4个合作伙伴在媒体和发展方面现有的工作,将福特基金会和独立电视服务的大众传媒工作和创新努力与美国国际开发署增进妇女和女童自主权的战略投资以及关爱组织的实地发展工作经验直接联系起来。美国国际开发署表示,全球发展联盟的模式是以远远低于通常水平的成本,制定发展有针对性的多国媒体计划。

福特基金会社会正义电影项目(JustFilms Initiative)主管奥兰多·巴格维尔(Orlando Bagwell)说:“表达自由和利用讲故事的震撼力是福特基金会倡导男女平等和社会正义的努力的两大基石。全球妇女和女童先导项目将推动真正的变革——通过讲述引人入胜的故事来放大妇女和女童的声音,同时为媒体制作人提供与奋斗在这些紧迫问题第一线的人们进行沟通的新颖独特的方式。”

独立电视服务首席执行官兼总裁萨莉·菲费尔(Sally Fifer)说:“通过我们与公共广播集团(Corporation for Public Broadcasting)和公共广播公司(PBS)在(美国)国内成功的合作,我们知道鼓舞人心的故事和巧妙的参与能够激励妇女和女童。现在,福特基金会和美国国际开发署的国际工作经验,加之关爱组织,将帮助我们建立一个国际模式,借助强有力的媒体工具和平台支持侧重于妇女问题的非政府组织。”

New Alliance to Promote Women's Empowerment Through Films

Washington — The U.S. Agency for International Development (USAID), the Ford Foundation, and the Independent Television Service (ITVS) are announcing a Global Development Alliance (GDA), in partnership with CARE USA, to promote gender equality and women’s empowerment worldwide.

Through the new partnership, Women and Girls Lead Global, USAID, the Ford Foundation and ITVS will produce documentary films about extraordinary women and girls rising above dire circumstances to create better lives for themselves, their families and communities. The alliance will work with CARE and local nongovernmental organizations (NGOs) to widely disseminate the films and incorporate them into existing development work in health, education, gender-based violence, economic opportunity and leadership.

The Women and Girls Lead model connects the transformative power of storytelling and mass media to country-by-country efforts to improve lives and help women and girls realize their full potential, USAID said June 18.

“We are thrilled to collaborate with the Ford Foundation and ITVS, two innovative leaders in using media for development outcomes,” said Maura O'Neill, USAID chief innovation officer. “Working in partnership with CARE, together this alliance will put the full power of 21st-century media behind championing women and girls worldwide.”

The GDA builds on existing work by the four partners in media and development, connecting the mass media work and innovation of the Ford Foundation and ITVS directly to USAID’s strategic investments in empowering women and girls and to CARE’s on-the-ground development experience. The GDA model is creating a multicountry mass media project with targeted engagement at a fraction of the usual cost, according to USAID.

"Freedom of expression and powerful storytelling are both cornerstones of the Ford Foundation's efforts to promote gender equality and social justice,” said Orlando Bagwell, director of the foundation’s JustFilms Initiative. “Women and Girls Lead Global will drive real change — amplifying the voices of women and girls through captivating stories while offering media makers unique new ways to connect with the people working on the front lines of these pressing issues."

“Through our successful work domestically with the Corporation for Public Broadcasting and PBS here at home, we know that inspiring stories and smart engagement can lift up women and girls,” said Sally Fifer, CEO and president of ITVS. “Now the international expertise of the Ford Foundation and USAID, along with CARE, will help us build an international model that supports gender-focused NGOs with powerful media tools and platforms.”
