美国国际开发署公布促进性别平等新政策

美国国务院国际信息局《美国参考》Mary-Katherine Ream从华盛顿报道,美国国际开发署(U.S. Agency for International Development)公布新政策,以便将两性平等、增进妇女权益更好地纳入所有的项目和活动中。

美国国际开发署力图通过在规划、实施与评估项目时充分考虑性别差异消除性别不平等。

欧巴马总统在3月1日发布的妇女历史月(Women's History Month)公告中说:“虽然我们朝着平等的方向取得了长足的进步,但是,在我们的母亲、姊妹和女儿能够获得应有的地位,在一个安全、繁荣、公正的社会中有充分参与之前,我们不能止步。”

美国国际开发署有关两性平等与增进妇女权益的政策是欧巴马政府有关全球发展的更广泛政策的一部分。

在3月1日的白宫记者会上,美国国际开发署署长拉吉夫•沙阿(Rajiv Shah)说:“投资于妇女是解决当今发展与人权问题的途径。”

新政策旨在通过缩小在获取、掌握和享受资源等方面的性别不平等,向妇女和女童进行投资。该政策也致力于减少与性别相关的暴力、降低其对个人和家庭的有害影响,增强妇女获得自身权利和决定自己出路的能力。

对该项新政策有事先了解的联合国儿童基金会(UNICEF)副执行主任吉塔•古普塔(Geeta Rao Gupta)表示,该计划以具体事实为基础,说明了期望达到的目标,并提供了实际的实施指南。“这些都是取得成功的关键”。

有关官员强调,数据、衡量标准和问责制对保证国际开发署的所有项目均考虑到妇女的观点具有重要作用。

他们指出,这是30年来美国政府第一次更新并发布正式的有关性别与发展的政策。它代表着援助机构对妇女问题的思考的一个重要转折。

沙阿说:“与将妇女作为项目受益者的观点相反……我们把妇女视为促成变化的因素,她们将带来一个创业及领导和平进程的新时代。”

国际开发署副署长唐纳德•斯坦伯格(Donald Steinberg)与沙阿和古普塔一起出席了记者会;在会上讲话的还有国际开发署主管性别平等与增进妇女权益的资深协调员卡拉•科佩尔(Carla Koppell)、欧巴马总统的特别助理盖尔•史密斯(Gayle Smith)、全球投资管理公司PIMCO首席执行官穆罕默德•埃尔-埃利安(Mohamed A. El-Erian)和利比里亚妇女事务部长朱里娅•邓肯•卡塞尔(Julia Duncan-Cassell)等。

新政策公布之时,在其他方面也有促进性别平等的新动态。联合国在3月9日前举行妇女地位委员会(Commission on the Status of Women)第56届年会;2月28日,美国国际开发署启动了一个新工具,跟踪向农民妇女提供援助的情况;2月23日,该机构宣布对人口贩运采取更强硬的立场。

USAID Launches New Gender Policy

Washington — The U.S. Agency for International Development (USAID) is launching a new policy to better integrate gender equality and female empowerment throughout its activities.

The plan seeks to erase gender inequities by accounting for gender differences in the planning, implementation and assessment of USAID programs.

“While we have made great strides toward equality, we cannot rest until our mothers, sisters and daughters assume their rightful place as full participants in a secure, prosperous and just society,” President Obama said in a March 1 proclamation on Women's History Month.

USAID’s “Gender Policy on Gender Equality and Female Empowerment” is a component of the Obama administration’s broader policy on global development.

“Investing in women is the solution to today’s development and human rights challenges,” USAID Administrator Rajiv Shah said in a White House press conference March 1.

The new policy aims to invest in women and girls by diminishing gender inequalities in access, control over and benefit from various resources. The policy also aims to reduce gender-based violence, lessening its harmful effects on individuals and families, and increase women’s capacity to realize their own rights and determine their own outcomes.

Deputy Executive Director for UNICEF Geeta Rao Gupta, who reviewed the policy in advance, said the plan relies on concrete evidence, illustrates the desired outcomes and provides practical guides for implementation  —  “all critical elements for success.”

Officials stressed the importance of data, measurement and accountability to ensure women’s perspectives are taken into account in all USAID programs.

This is the first time in 30 years the U.S. government has updated and issued a formal approach to gender and development, officials said. It reveals a fundamental shift in the aid community’s conversation on women.  

“Instead of seeing women as beneficiaries of programs … we see women as the change agents that will bring about that new era of entrepreneurship, of leadership of the peace process,” Shah said.

USAID Deputy Administrator Donald Steinberg joined Shah and Gupta at the press conference. The launch also included remarks by Carla Koppell, USAID senior coordinator for gender equality and women’s empowerment; Gayle Smith, special assistant to President Obama; Mohamed A. El-Erian, chief executive officer of global asset-management company PIMCO; and Julia Duncan-Cassell, Liberia's minister for women's affairs.

The policy’s unveiling coincides with other gender-focused initiatives. The United Nations is hosting the 56th annual Commission on the Status of Women through March 9. On February 28, USAID launched a new tool to track aid to women farmers and on February 23, the agency announced a tougher stance on human trafficking
