My research is concentrated on house price formation, housing finance and taxation, rent control, commercial real estate markets, east European and international housing markets and housing policy

Turner is professor of economics and chair of Institute for Housing and Urban Research at Uppsala University. He is also chairman of the European Network for Housing Research and coordinates a working group on Housing Finance. His research area is housing policy, microeconomic analysis of the housing market, as well as housing finance. He has also worked with the housing situation in transitory (East European) countries. In Sweden, he is actively involved in housing policy formation as an expert in Governmental commissions and as a member of a number of research boards. He is also a member of the board of the local municipal housing company. 

Research is concentrated on House Price Formation, Housing Finance and Taxation, Rent Control, Commercial Real Estate Markets, East European and International Housing Markets and Housing Policy.

Research activities can be labelled under a few different topics

House price formation
One research field is house price formation in the owner-occupied housing sector in Sweden. One project aimed at analysing capitalization of interest sub-sidies into house prices. This work was done jointly with Peter Englund at Uppsala University, Patric Hendershott at Ohio State University, Katinka Hort at Uppsala University and Tommy Berger at IBF. Ongoing work with Zan Yang at IBF is focused on regional prices and volatility.
A data base on house prices, calculated as Tobins q, on municipal level is also maintained as a part of this research. The Tobins q index is used in many ap-plied analysis of local housing markets.

Housing Finance and Taxation
An important research field is the analysis of the Swedish housing finance and taxation system. The research has generated a number of papers on loan-to-value ratios and the functioning of the credit market in the Swedish boom-bust cycle. Papers have focused on both the owneroccupied sector, as well as the Co-operative sector in Sweden. One paper has also dealt, specifically, with the Swedish municipal housing companies and their new, less sheltered situation on the credit market.
At present, work focuses on an analysis of lending behaviour in different parts of Sweden. House price level and volatility is analysed in a regional perspective and banks lending practice is seen in this perspective.

Rent control

A third research field is the Swedish version of rent control. Work emphasises the dynamics of rent setting in different markets in Sweden: markets with ex-cess demand as well as markets with an excess supply of rented dwellings. Rent setting in price leading municipal housing companies is analysed, as well as the interaction with price taking private rented sector landlords.

Consulting work is also done on stated preferences with an aim to find out how a rent structure should look like, would household preferences and households willingness-to-pay be crucial.

Finally, a large international, comparative project has just started, The objec-tive is to analyse the interaction between rent constrained public rental sectors and unregulated private rental sectors. The project will result in a report for Homer Hoyt Foundation in USA.

Commercial Real Estate Markets

Work is done jointly with the Land Surveyor in Sweden on regional commercial real estate markets. The aim is to understand which factors explain regional differences in price level and price development in Sweden. Work is concentrated on commercial property and multi-family houses. The project is also funded by the Swedish Council for Building Research and regional actors. At present, various GIS applications are under scrutiny (jointly with Lennart Berg, Department of Economics at Uppsala University, Gunnar Rosenqvist, Helsinki School of Economics and John Clapp, USA).

East European and International Housing Markets
Another research field is housing policy and housing market conditions in East European and international housing markets. Work has been done in co-operation with Austin Jaffe at Pennsylvania State University and Anders Victorin at Stockholm University. One topic was to explain the large variation in privatisation activity within the social housing sector, and explore the importance of rent increases and price discounts in combination with variations in the status of property rights. Work has recently been done in both the Baltic states and in Moldova with the aim to explore the conditions for a new finance policy, a new subsidy policy, and - overall - a new housing policy strategy.

Housing policy

A final activity is an analysis of ongoing housing policy reforms in Sweden, seen in an international comparative perspective. Work has been carried out with Christine Whitehead at London School of Economics on a contract from the Housing Commission in Sweden. Present work is among other thing concentrated on consumption and price reactions to the new, emerging housing policy. Special attention is also given to municipal housing within the context of social housing policy.
