上海人大代表如果喜欢公费出国考察，最好的目的地应该是纽约的狗公园。在《上海犬类管理条例》最后通过之前，纽约为设立狗公园给出的理由应该是生动感人的， 值得他们考察的。纽约现在有40多个免费狗公园，也就是说狗和狗，狗和主人可以在里面游乐嬉戏。

纽约的理由 (本人粗略翻译）：

1. 纽约公园管理局一直认为来遛狗狗主人在帮助降低公园犯罪和暴力方面一直起到积极作用。
2. 50万纳税的纽约狗主人应该享有而且需要户外和狗娱乐的场所。
3. 狗不用被拴着，参加娱乐，有助于狗之间互相更好社交，从而培养它们成为有利于自己社区的良好狗公民。
4. 狗公园也使得更多人来公园，拉近了纽约人之间的距离，从而使该城市生活更令人愉悦。
5. 来遛狗的主人在防止公园清晨和夜晚的犯罪方面起到了遏制作用。
6. 纽约狗咬人事件从过去每年四万件到2005年一年四千件，这和同期纽约增加狗公园及狗不需拴绳自由活动时间的增加不谋而合。
7.狗在自然环境中自由奔跑，嬉戏对狗主人和大多非狗主人都是一道美丽的风景线。
8.大部分城市都认为增加狗活动空间和时间是一个好的公共政策。优点多于缺点。
9. 和狗一起奔跑，扔球是一个合法的娱乐活动。
10. 即使狗公园很好，但现在纽约市的狗公园还远远不能满足50万狗主人的需求。

7. Dogs off-leash in a natural setting playing, running, and being themselves are a beautiful sight for dog owners and most non-dog owners.
8. Many other cities and municipalities have agreed that providing off-leash opportunities makes good public policy and has has overall positive effect that strongly outweighs any negatives.
9. Throwing a ball, running with, and playing with one's dog is a legitimate park recreational activity.
10. Though dog parks are great, there are not nearly enough of them to meet the demand from 500,000 dog owners.
