cut down－v. 砍倒, 胜过, 削减, 删节；
cut down on－减少

跟没说一样，然后又在网上发现了这种解释：

cut down on：减少对…之消耗量，消减
cut down 也有“消减, 减少”的意思，还有“砍倒”的意思，
但区别在哪里呢？我找了以下的例句：

比如：
to cut down on overstaffing 裁减冗员 （lay off redundant staff也表达同样的意思 ）
We need to cut down on superfluous spending。
Japan Tries to Cut Down on Plastic Bags  日本人计划减少使用塑料袋
to cut down on the suicide rate
I smoke too much. I need to cut down. I need to cut down on the smoking.
I cut down a tree. I cut it down.

我的简单理解：
1、cut down用法比较简单，比如说是砍树的时候，概念比较形象；而cut down on多用在生活习惯和经济方面，显得比较抽象；
2、cut down在用法简单的时候是及物动词，而在抽象的时候是不及物动词，所以后边要加一个“on”。
