Abstract:This article first briefly highlights the rapid development of the human resource management (HRM) discipline and the need for more cross-national HRM studies.second,compare management culture between European ,American and China.third,different companies may be experiencing different phases,such as new beginning,growth,maturity and sustainable development,in different phase there should be different human resource management.Against this background, we analyze the cross-culture puzzle of international human resource management.At last,try to put forward some countermeasures and suggestions on how to integrate cross-cultural human resources.

1 Introduction
Inter-Cultural is also called Cross-Culture.
With the development of globalization,and the rapid development of the human resource management discipline,more cross-national human resource management studies are needed.
The cross cultural studies,including two poinds.one is refer to multinational enterprise,the other is refer to the enterprise of the same home investment from one area to other regions. There are a large of area in China and a lot of enterprises, with more and more enterprise investment in the other countries,many enterprise face cross-cultural management issues.
2 Methodology
2.1 Comparing the different national culture
Europe is the influence of Christian culture, culture advocate personal values and emphasize the needs of the individual. Difference countries of the management culture also exist certain differences.
Values in the British entrepreneur pay attention to social status and level difference,everyone want to enter the upper class society,insufficient adventure.The French have romantic side, and also a more conservative side.Italian advocate freedom, self-centered.Italy most enterprises are small and
