    1.强调核心学科--知识和技能必须建立在核心学科上。

    2.强调学习技能:

    资讯与沟通技能:资讯与媒体意识技能--对于各式资讯与媒体具备分析、存放、管理、综合、评估与创造的能力。了解媒体在社会扮演的角色；沟通能力---在不同场合与语境中具备了解、管理与有效沟通的能力，包括口语、书面表达及媒介语言。

    思考与解决问题的技能：批判性思维与系统思维----具备严谨的理性思维，对复杂的问题能够作出正确的判断和选择，了解一个系统中各环节的连贯性；判断问题、提出方案、解决问题----具备定格、分析和解决问题的能力；创意与求知欲---创造、实践与沟通新颖的构思，能够接受和采纳全新或不同的观点。
