“元素萨满曾经听到过一个美好的承诺:虽然2.3版闪电箭和闪电链的法伤加成降低,但他们最终会发现自己的DPS提高了……这个承诺落空了,他们的DPS确实比2.2版还要低;
我们经过大量的测试,最终确定:在新版本下元素萨满的DPS大概下降了6%(根据装备不同有所不同)。
所以,我们将提高闪电箭和闪电链享受法伤加成的系数,因此元素萨满在穿一身1200法伤的装备时的DPS大概能提高6%。”

如果你装备带有有1100以下的法伤,你会发现DPS稍有上升;
如果你装备带有有1100~1200之间的法伤,你会发现DPS不会变化;
如果你装备的法伤超过1200,你会发现DPS稍有下降。”

Elemental Shaman 2.3: Lightning Bolt and Chain Lightning Bolt's coefficient increased
It seems the uproar on the Shamans forum has paid off.
Elemental shaman were told that while we'd be nerfing the damage coefficients for lightning bolt and chain lightning bolt in patch 2.3, overall they'd notice a damage increase. We know most of your tests reveal a damage decrease, however. We've been running extensive tests of our own and have identified that there is approximately a 6% nerf to elemental dps (depending on gear of course). As a result, we're going to increase lightning bolt and chain lightning bolt's coefficient so that elemental shaman gain approximately 5 to 6% of their damage back if you assume roughly 1200 spell damage.
It should break down as follows
• If you have below 1100 spell damage you will see a slight buff to your dps
• If you are between 1100 and 1200 spell damage you should see neither a decrease or increase to your dps
• If you are over 1200 spell damage you will see a slight nerf to your dps.
This change should be hotfixed onto the PTR at some point soon, and we'll be watching the situation closely.

Karazhan and Zul'Aman will both give badges with the 2.3 patch, and you can get at least 10 from each of those. However, we believe that it will be possible to get almost double that amount from Karazhan.

Assuming you are doing well in Karazhan, you should be able to go right into Zul'Aman. It shouldn't be easy, but progress always takes time.

术士和2V2的平衡缺陷
在新的版本中,我们作出了一大堆的修改和调整,让术士在小规模PvP中的压倒性优势减弱。
但按你们的逻辑,我们也可以换一个方式,说术士的强势会随着PvP规模的扩大而渐渐减弱。
我并不是简单地说“由于我们没有关注单人对战的平衡性调整,术士作为一个SoLo(单人升级)职业就‘应该’如此强悍”,但是事实确实接近如此:不会有很多专门针对1v1和2v2战斗的平衡性调整了。我们也曾经说过,由于平衡性的关系,我们曾经决定不开设2v2竞技场的。
我们对平衡性修改的底线是——保持术士的职业特性——一个强悍的单人升级职业,但是我从不记得有谁说过“凭什么他们就应该在Solo中这么强?”;
所以,很自然的结果是,我们为术士设定的这些强悍的solo技能在单人PvP中也会有很大的优势;虽然它们设定的本意是增强术士单人PvE的能力的。
There are a number of changes, adjustments, and tweaks that could be made to make warlocks less powerful in smaller scale PvP.
..but by your logic alone we can say that the strength of warlocks is diminished as the scale of the PvP increases.
I'm not saying it's right that warlocks should be so powerful as a solo class simply because the balance is aimed somewhere else, but that's the way it is and it has been said that little to no balancing will be done for 1vs1 or 2vs2 scenarios. It was even announced recently that there was almost not going to be a 2vs2 arena due to balance concerns.
The bottom line is that warlocks are a powerful solo class - but I don't remember anyone claiming that they would be anything else and it is only natural that some of that powerful solo ability would transfer across to solo PvP, even if it was originally intended to be a PvE strength.
