摘要：“净矿”出让是自然资源部关于矿产资源管理改革中一项创新的举措。文章以江西省上栗县为例，，在总结分析上栗县“净矿”出让工作实践与经验基础上，对当前如何做好“净矿”出让工作提出建议：（1）建立部门联席会商机制，实现多规合一审查，使“净矿”在规划上“干净”；（2）要健全与“净矿”出让相关的矿产资源管理制度，创建矿业权出让项目库，使“净矿”无权益纠纷；（3）要完善相关政策法律法规，解决矿业用地困境，使“净矿”竞得人无后顾之忧。

Practice and Suggestions on "Net Mine" Transfer

——Taking Shangli County of Jiangxi Province as an example

Abstract: "Net mine" transfer is an innovative measure of the Ministry of Natural Resources on the reform of mineral resources management. Taking Shangli County of Jiangxi Province as an example, the paper summarizes and analyzes the practice and experience of "net mine" transfer in Shangli County, and then puts forward some suggestions on how to do a good job of "net mine" transfer: (1) establish a joint consultation mechanism of departments to implement multi-compliance review and make the "net mine" “clean” in planning; (2) perfect the mineral resources management system related to the transfer of "net mine", and create a project library of the transfer of mining rights, and make the "net mine" free of rights and interests disputes; (3) improve relevant policies, laws and regulations, solve the dilemma of mining land, so that the net mining rights holders will have no worries.
