Neoliberalism is in the first instance a theory of political eco- nomic practices that proposes that human well-being can best be advanced by liberating individual entrepreneurial freedoms and skills within an institutional framework characterized by strong private property rights, free markets, and free trade. For any way of thought to become dominant, a conceptual appar- atus has to be advanced that appeals to our intuitions and instincts, to our values and our desires, as well as to the possibilities inherent in the social world we inhabit. If successful, this conceptual appar- atus becomes so embedded in common sense as to be taken for granted and not open to question. (p5) 

The assumption that individual freedoms are guaranteed by freedom of the market and of trade is a cardinal feature of neoliberal thinking, and it has long dominated the US stance towards the rest of the world.7 (p7)
