从前看到过Kuei-hsiang Hsu( Senior Secretary and Deputy Director of the Mongolian Affairs Dept., MTAC；Ph.D., National Chengchi University)在研究报告中说：“In the 10th round of border talk held in 1996, China proposed to exchange 495 sq km area of Pasamlung and Jakarlung valleys in the northern borders of Bhutan for Sinchulumpa, Dramana and Shakhtoe with an area of 269 sq km in the north-west Bhutan, which share borders with Sikkim, India, but no final decision was taken.”...大意是说中不第10轮在1996年举行，中国提出用巴桑弄(Pasamlung)和贾卡尔弄(Jakarlung)山谷，总面积为495平方公里交换不丹西北部的269平方公里的地方，这一部分是与锡金、印度接壤的沈久弄巴(Sinchulumpa)，查马弄(Dramana)和夏布(Shakhtoe)，但没有作出最后决定。

　　最新看到的是哈阿Sangey在2010年1月14日的文章中说：The Speaker of Parliament Lyonpo Jigme Tshultim had stressed on the importance of demarcating the Bhutan–China boundary successfully and as early as possible. Dasho Pema Wangchuk, Secretary of International Boundary had apprised the members of the National Assembly on 4th December, 2009 that the 19th round of Bhutan–China Border Talk will be held in January 2010 in Thimphu.

China has already conceded the 495sq.km in Pasamlung, Central Bhutan, as being part of Bhutan. Now there is just 269 sq.km to negotiate. The 269 sq.km comprise of Dramana,Shakhateo,Giu of 138 sq.km and Sinchulumpa 42sq.km. The most contentious seems to be the 89sq.km Doklam claim of Bhutan that China rejected outright from the onset. Since 1990 no progress has been made till now possibly because of the infrequency of the contacts between the negotiating parties. It seems like Bhutan is dragging her feet because in his presentation to National Assembly, Dasho Pema Wangchuk said that China proposed December, 2009 for the 19th round Border Talk but Bhutan deferred it to January, 2010. Maybe, it was deferred because of the ongoing 4th Parliament Session and then the state visit of our King to India....大意是说中国承认了不丹拥有Pasamlung(巴桑弄)495平方公里的主权，只就亚东地区的269平方公里进行谈判，其中查马弄、夏布180平方公里，沈久弄巴(含面积很小的贾兰卡山谷)42平方公里，洞朗(多兰)89平方公里，争议最大的也就是洞朗。

　　我们可以肯定的说，中国对多兰(洞朗)89平方公里的主张是坚定的，只是印度背后作梗导致问题复杂化。中国是耐心的，不丹王国也一定会见好就收。
