【Abstract】In the context of big data, the value of electronic medical records is increasingly important for medical activities and clinical research. Therefore, legislation should clearly define the requirements for the establishment of electronic medical records, and investigate the violations; in the process of using electronic medical records, the main body, scope of use, and legal responsibility should be clearly defined; for the protection of patients' privacy in electronic medical records, special legislation should be adopted. Provision is made for the protection of content, the subject of responsibility, and desensitization procedures.
