Energy Price Reform Stages a Comeback

Plea for energy price reform is the most notable among the opinions and voices made by the Representatives and Members from the energy circle during the NPC and CPPCC sessions. Zhang Zhuoyuan, an eminent economist, and Zhou Dadi, who is an authority in the energy society, make a further argument that reform in energy price regime is critical and becomes pressing. The suspense to push ahead the reform is only on the issues of timing, planning and specific route map.

Revival of Energy Industry: Loser in Selection Does not Mean Loser in Attention

Energy industry is not successful in being selected to “Top Ten Industry Revival Planning”. Some observers put forward their analysis as follows: the hit by the Financial Crises that the energy industry has received is relatively minor to that suffered by other industries, and the development planning the energy industry has already stipulated is mature enough for it to be far away from the bailout by the state.

Remove the Woes of Resources-based City

There are 118 resources-based cities in China, involving a population of 0.154 billion. These cities are faced with resources depletion. Jin Yong, academician of the Academy of Engineering, argues that resources-based cities are in need of policy back-up, scientific decision-making and technical innovation, and more importantly, utilization of the advantages of their own and interaction with environments to realize sustainable development.

Worries about Resource Tax Reform

As resource tax reform is proposed at a time when both CPI and PPI decrease, the government fears that implementation of resource tax reform may impose heavier burden on the enterprises, given that the overall economy growth goes downward. Recently, Vice Minister Liao Xiaojun from Ministry of Finance said that it was not suitable time to introduce resource tax reform now.
