Dear Sir/Madam,
The government of VIET NAM asks me to circulate the following
statement for the
attention of all Union member countries and their designated
operators:
"Further to UPU International Bureau circular No. 30 of 24
February 2014,
published at the request of the Government of Viet Nam and
concerning the
issuance by China (People's Rep.) of a set of two first-day
covers containing six
regular stamps titled "Beautiful China", in which there is one
picture of small islands
of the Hoang Sa (Paracel) Archipelago of Viet Nam, Viet Nam
reiterates that the
issuance of these postage stamps constitutes a violation of
the territorial
sovereignty of Viet Nam over the Hoang Sa (Paracel)
Archipelago.
"In this regard, the Government of Viet Nam would like to
inform that all international
postal items to Viet Nam bearing the above-mentioned postage
stamps will
be handled in accordance with the national legislation of Viet
Nam as well as the
provisions of article 24.2 of the Universal Postal
Convention."
