Dear Sir/Madam,
The designated operator of PARAGUAY, Correo Paraguayo, asks me
to inform
UPU member countries of the following:
"Correo Paraguayo informs member countries of the Universal
Postal Union that it
has detected the circulation of illegal Paraguayan postage
stamps on the international
market.
"The illegal stamps in question were purportedly issued by the
Paraguayan Post
under the theme 'Winter War' in 2013. The several stamps
depict Marshall Carl
Gustaf Mannerheim. We received requests from individuals in
Finland who wished
to acquire these illegal stamps, which had been put up for
sale on a well-known
online auction site.
"The President of Paraguay's philatelic centre, Roberto Eaton,
also filed a complaint
with the Post concerning false Paraguayan postage stamps,
which depict various
subjects and are offered on that same site.
"Given the sensitive nature of the matter, the Post filed a
criminal complaint, and the
matter will in due time be brought before Interpol for
resolution (case No.
1229/2014, Personas Innominadas s/ Producción y Circulación de
Valores no
Auténticos).
"The designated operator of Paraguay clearly states that it
did not issue any
postage stamps under the theme 'Winter War' in 2013 or before
and thus alerts the
international postal community to the circulation of these
illegal stamps."
