The Department of Foreign Policy of the CC AUCP<B> considers it inadvisable to send delegations of the Jewish Anti-Fascist Committee to France, Austria, Poland and Rumania.
There are still numerous manifestations of anti-semitism in Rumania,Poland and Austria. Therefore, it is possible that reactionary and fascist elements will use the visit by a delegation of the Jewish Anti-Fascist Committee from the USSR to stir up anti-Soviet propaganda.

A Letter by Mikhoels and Fefer to Suslov concerning a Planned IKUF Conference (September 25 ,1946)
To: Comrade M.A.Suslov, Director of the Department of Foreign Policy, CC AUCP<B>
Dear Mikhail Andreyevich!
IKUF<The World Union of Jewish Culture> appealed to our Committee some time ago with an invitation to take part in the World Congress of Jewish Cultural, Leader, and points out that without the participation of representatives of Soviet Jewish culture, the Congress will lose its significance.
As for the agenda---the letter we received did not give any specifications, but we are certain that our word will be decisive in working out the agenda.
With an affirmative decision on our part, IKUF would begin its preparatory work, which will last at least 8—10 months.
We consider the convocation of the Congress of Jewish Cultural Leaders to be very timely and would consider it advisable to give an affirmative answer to IKUF’s proposal.
With an agreement in principle to participate in the IKUF Congress, we assume that it will take place in the Spring of 1947.
We await your instructions.
