Why China is so slow in political reform?

The answer is that political freedom is a choice of all or nothing.
Some people say, let's take a slower but safer approach. Let's first
set up a "Political Special District"-- PSD. Maybe the best
place would be Shanghai Pudong New District. Why? Because,
it is Pudong, a newly developed area. It is semi-detached to
the Shanghai Municipal government. It has a good size of
educated population. So let's set up on PSD there. Let's give
them freedom of setting up parties, free press, free election.
Give them 1 year to achieve that and see how it fare out.

But here is the rub. Free press? Can the local newspaper
freely discuss national or international issue? If yes, how
do you keep the news from getting leaked to the rest of the
country? Or Just other side of the Huang Pu river? Can newspaper
have website? Then the central governement need to block the
websites... Free election? If it is indeed a "free society" that
we are heading for, then there will will be a lot of freedom
granted to the people inside the PSD. Then we are literally
creating a " State within State"...Tolerable? If it is indeed
tolerated, will there be massive migration from outside PSD to inside?
