【海外院长】西南交通大学公共管理学院根据学校国际化部署和自身发展需要，现面向海外招聘海外院长，“海外院长”是学校聘任的兼职负责学院海外事务相关工作的院长，海外院长向院长负责。

【条件】海外院长原则上应在海外著名高校及科研机构担任相当于教授职务的专家学者，在相关学科领域具有重要的学术影响和较高的知名度，熟悉本学科国内发展全貌并与国内主流学术同行保持有经常性的联系，具有履行岗位职责所需要的组织领导能力和协调能力。以合同方式管理。聘期内原则上应每年到校累计工作时间1个月。

【职责】海外院长的主要工作职责是：（1）充分利用各种渠道和海外资源，从海外知名高校或科研机构相关学科领域为学院招聘高层次优秀人才和优秀博士生；（2）积极搭建学院与海外高校、科研机构及企业开展多种形式的合作交流或联合办学的平台，海外合作交流的会议、论坛、访问等；（3）帮助学院组织学院骨干教师到海外高校、科研机构及企业进行合作交流，或联合开展课题研究等；（4）定期邀请海外知名学者来校举办讲座、授课，积极协助学院承办国际学术会议等。

【待遇】（1）学校为海外院长提供税前基础年薪18万元人民币，学院根据海外院长工作履职情况可再增加年薪；（2）学校为海外院长提供住房和办公条件；（3）学校报销每年因工作产生的国际旅费5万元人民币。

     In 2014, the university will promote the internationalization level，to set up some distinguished adjunct positions called "overseas Dean", who are mainly be responsible for overseas talents introduction, international research collaboration, young teachers training and academic exchanges abroad etc. Cumulative work in principle 1 months each year, and the university will provided a basic salary of USD 30,000 (before tax), housing, work facilities and USD 8,000 each year's international travel fee, as well as some "the principal outstanding contribution award" with USD 10,000.     The special overseas dean, who is officially appointed by the President of the University, should heads overseas operations of the school with 4-year contract. In general, there are 4 main tasks:

    1. Making full use of your variety of channels and resources, to hire more high-level talents and doctors for our college who are graduated from or work at the well-known and related disciplines overseas universities or research institutions. In the contract period, he/she not only has to recommend at least 1-2 professors or associate professors of public administration/economics, but also try to introduce/recommend 2-4 public administration and economics PhD graduates from overseas universities.

    2. It is necessary for overseas dean actively to build platform for educational exchange program and cooperation with overseas colleges, universities and research institutions. Especially to promote some forums, cooperation and exchange meetings with related foreign  at least once a year in your duration.

    3. Overseas dean is also responsible for helping college to organize teachers go abroad universities, research institutions and enterprises for cooperation and exchanges, or joint researches and so on.

    4.  Last one is to invite well-known overseas scholars come to the school holding lectures or teaching regularly. Meanwhile actively to help the university/school host international conferences and seminars.
