2012年1月11日-13日，美国佐治亚州立大学执行校长Risa Palm女士和安德鲁杨政策研究学院院长Mary Beth Walker女士访问了西南交通大学公共管理学院，双方议定在2012年6月共同举办研讨会，以促进双方的交流与合作。这便是今天研讨会的由来。

2012年4月25日-27日，美国佐治亚州立大学校长Mark Becker先生一行访问西南交通大学，签订“中国西南交通大学与美国佐治亚州立大学战略伙伴协议”。我们今天的研讨会是实现两校战略伙伴关系的一个具体行动。

会议的主题定为“公共治理的经济学基础与政策分析技术”，旨在夯实公共治理的学科基础并凸显解决公共问题的工具和方法的作用。

会议邀请双方教授成立一个学术交流委员会，促成教授之间更加深入的了解和互动。学术交流委员会的主席由廖楚晖教授和Mary Beth Walker教授担任，成员包括来自西南交通大学的陈光教授、李杰教授、戴宾教授、肖平教授、刘斌教授、王永杰教授、窦祥胜教授、郭红玲教授、骆玲教授以及来自美国的Fred Brooks教授、Greg Streib教授、Cathy Liu教授、Jesse Lecy教授、Mark Rider教授、William Waugh教授和Yongsheng Xu教授等。

会议收到研究论文43篇，将通过会议报告和书面发言的方式实现交流。我们希望这样的交流是充分而具体的，也希望学术交流可以引向多方面的合作与持续发展。

During 11-13, January 2012, Executive President of Georgia State University, Ms. Risa Palm and the dean of Andrew Young School of Policy Studies, Ms. Mary Beth Walker had a visit to School of Public Administration at Southwest Jiaotong University. To promote communication and cooperation, the two schools planned to hold a seminar at June, 2012. This is the origin of today’s seminar.

Mr. Mark Becker, President of Georgia State University visited Southwest Jiaotong University during 25-27, April 2012 and signed “Agreement of Southwest Jiaotong University, China and Georgia State University, the United States Strategic Partnership”. Today, we hold this seminar and make a big step to build strategic partnership between two universities.

The theme of seminar is “Economics Foundation and Policy Analysis of Public Governance” aimed at making solid foundation of courses of public management, at the same time, highlights the functions of the solution, which is the tool of solving public issues.

Professors from two universities will set up a committee on academic communication to facilitate understanding and interaction between professors and scholars. Co-Chairmen of this committee come from both sides. They are Professor Liao Chuhui and Professor Mary Beth Walker. The committee member includes Chen Guang, Li Jie, Dai Bin, Xiao Ping, Liu Bin, Wang Yongjie, Dou Xiangsheng, Guo Hongling, Luo Ling for Southwest Jiaotong University and Fred Brooks, Greg Streib, Cathy Liu, Jesse Lecy, Mark Rider, William Waugh, Yongsheng Xu from Georgia State University.

The meeting have received 43 research papers and articles，and the attendants will communicate in the way of the conference-report and written statement. We hope this way of communication is full and detailed, at the same time we sincerely hope that the academic exchange could bring more cooperation and sustainable development in more aspects.
