THE E’ERGUNA DECLARATION

额尔古纳宣言

We, The Experts, having travelled from around the world in the extremes of winter to convene in E’erguna, having witnessed the frozen splendour of the city’s extraordinary natural resources: its wetlands, rivers, forests, woodlands and grasslands all arrayed under crystalline blue skies; having examined the built fabric and livelihood of the city and its outlying settlements; having experienced E’erguna’s rich history, ethnic diversity, and cultural traditions; having met for four days to discuss, explore, and better understand E’erguna’s past and present in order to responsibly guide its future; having consulted with local and regional officials; and bringing to bear the collective knowledge and insights of our wide ranging expertise and more than a thousand years of joint professional and technical experience, do hereby:

Declare that E’erguna’s will to build a socially inclusive, economically vibrant and ecological city that preserves its bountiful natural resources, proud ethnic diversity, and rich cultural heritage is a noble and historic undertaking;

宣布额尔古纳愿意建立一个社会包容，经济充满活力的生态城市，并在此做出崇高的历史性的承诺，保留其丰富的自然资源、民族多样性和丰富的文化遗产；

Recognize that beautiful and mysterious Nature is the fertile cradle of E’erguna’s birth and will remain the precious key to its future life and prosperity;

认可美丽而神秘的大自然是肥沃额尔古纳诞生的摇篮，也是其未来繁荣发展的关键所在；

affirm the unique and unprecedented opportunity to not simply protect the ecosystem but to reinforce and enhance it through sustainable urbanization. In this new paradigm of City nourishing Nature lie the seeds of new creativity, eco-leadership, and increased quality of life;

坚信额尔古纳面临着独一无二、前所未有的机遇，不是简单地保护生态环境，而是通过可持续的城市化发展对生态环境进行巩固和加强。创新、生态领导和生活质量的提高都将在这个城市养育自然的范例中得以实现。

Confirm the global significance of E’erguna’s pioneering role as a living laboratory for low-carbon ecological urban development. E’erguna is distinguished among all other eco-cities, both in China and beyond, by the goal of its city fathers to work within E’erguna’s existing footprint and with the active involvement of the city’s population. E’erguna will become a world stage for sustainability and lead the way with new ways of thinking, new levels of understanding, and new standards for eco-city achievement;

肯定额尔古纳市发展低碳生态城市在全球范围内的深刻意义，这将是个起着先锋带头作用的鲜活实验室。与以往所有中国和国外的生态城不同，我们的目标是在额尔古纳现有的足迹基础上鼓励更多的城市人口积极参与进来。 额尔古纳市将成为一个可持续发展的世界舞台，这里将引领新的思维方式和对于生活方式的新层次理解，以及实现生态城市的新标准；

Commend E’erguna as an inspirational model of how a contemporary city with diverse ethnicities and different cultural traditions can live together in harmony and achieve shared goals;

赞美额尔古纳市在民族融合方面做出的示范，不同民族、不同文化传统的人们在此和谐共生并与当代城市共同繁荣发展；

Celebrate E’erguna as a world treasure that eco-tourists will long to visit and convention-goers will eagerly attend, and where residents, young and old, will live and prosper for many generations to come.

庆祝额尔古纳市作为世界瑰宝，将长期供生态旅游者访问和会议举办。额尔古纳市的老老少少、世世代代将在此生活、和谐共荣；

Note that all of the objective conditions for a truly ecological city are united in E’erguna, but there now needs to be deliberate first steps to ensure a successful future, as outlined below:

注意到额尔古纳市具备了实现一个真正生态城市需要的所有客观条件，同时必须打好一个基础，以确保其未来的成功，如下所述：

FIRST ORDER ACTION PLAN

第一行动计划

The following eight first order recommendations have been chosen from a total of 60 short, medium and long-term recommendations that the experts unanimously feel can, and should be, implemented in the course of the next 12 to 18 months. 

以下8个建议是从60个短期、中期和长期建议中提炼出来的，专家们一致认为这些建议应在未来的12到18个月内实施。

1. Build on the successful experience of the Shen Bao Zhi Hui Boo and other past and ongoing efforts and establish a special branch in the Mayor’s Office charged with responsibility for overseeing the implementation of the Master Plan. Important measures will include inter- and cross-jurisdictional coordination, investment programming, advocacy and education, and staff training;

 基于申报指挥部的努力及其成功经验，在市长办公室下设立负责监督和实施总体规划的分支机构。未来将实施的重要措施包括辖区间和跨辖区协调，投资计划，宣传和教育以及相关人员培训;

2. Undertake an ecological footprint analysis in order to establish a baseline for measuring progress, to provide benchmarks for optimizing resource use and waste reduction, and to ensure the credibility of  its actions at all levels;

进行生态足迹分析，以便建立衡量进展的基准，为优化资源利用和减少废物提供参照点，并确保其在各级行动中的可靠性;

3. Improve the main axes of the city of E’erguna so as to give concrete expression to low-carbon ecological city development and serve as an icon for future actions, including the corresponding recommendations on ecological corridors. The following key elements should be incorporated:

改善额尔古纳市主大街，体现低碳生态城市建设标准，并使之作为未来发展的标志，包括关于对生态走廊的相应建议。改善主大街需涵盖以下要点：

·         Traffic taming and management

           交通调整和管理

·         Pedestrian facilities including lighting, landscaping, public furniture, and signage

行人设施，包括照明，景观，公共设施与标识。

·         Art, using different forms of expression and media, portraying the natural, social and cultural wealth of E’erguna

           艺术，通过不同的表现形式和媒体，展示额尔古纳自然、社会和文化财富。

·         Surface water run off and management and also waste management

           地表水排水及管理，废物管理。

4. Move the convention centre from its current proposed location to the northeast point of the Master Plan so as to better integrate the convention centre with the city and enhance opportunities for local economic development.

将会议中心由目前方案的地点移至总平面东北角区域，从而使会议中心更好地融入城市，以创造更多机遇发展当地经济。

5. Develop a branding and communications strategy and supporting materials, including a sharpened vision statement that presents the unique characteristics of E’erguna’s eco-development strategy and underscores its value propositions for its citizens, its business community, visitors, tourists, and investors.

制定品牌、宣传策略，编订宣传资料，包括撰写一份愿景说明，展现额尔古纳生态发展战略的独特特征，向额尔古纳市民、商界、游客和投资商表明城市的价值定位。

6. Take immediate regulatory and inter-sectoral measures to ensure no further degradation or loss of wetlands and begin to take stock of the eco-services that the wetlands provide to the people of E’erguna.

立即采取跨行业的管理措施，确保湿地不再退化和消失，开始评估湿地给额尔古纳人民带来的生态服务。

7. Invite appropriate experts to improve the design of the proposed flood dam to minimize impact on the wetlands and enhance the interface between the wetlands and the edge of the city and thus become an important gateway. 

邀请相应专家改进对拟建防洪坝的设计，使之对湿地的影响减到最小。加强湿地与城市边缘的分界面，使之成为重要通道。

8. Prepare and disseminate Outcome and Progress reports twice a year within the framework of the 100 Cities and the “I am a City Changer” initiatives of the UN-Habitat World Urban Campaign, as well as other international campaigns and initiatives as the first step towards establishing E’erguna as an international living laboratory and learning centre.

在联合国人居署世界城市运动“100个城市行动”、“我是城市变革者”及其他国际行动组织的框架下，以一年两次的频率准备和分享《成果和进展报告》，作为将额尔古纳打造成为国际城市实验室和学习中心的第一步。
