Abstract
1.A new study field is being advanced in this article ——Victim in School, which is very important for the theory and practice of education. In other words, it is the focus problem being concerned by the school, family and society. Meanwhile it is the virgin land of the study of schooling education as well as relevant theory. The author think we should engage in introspection of the traditional function of Education from the relation between school education and society, public order as well as living style, so we could make education effectively and efficiently, also provide the pupils a good environment and effective techniques of self-protection.
2. This article is based on “the studying theoretical model of pupils victim”.
The fundamental hypothesis is that the crime in school is composed of three factors: A. the object of a crime; B. the behavior of a crime; C. the subject of a crime. As to the object of a crime-victim is object of conduct of crime, while conduct is done by subject. The three ones compose a whole unit or a system. Whenever we study one of them, we should analyze it in the whole system, along with studying the action and reaction of the other two. Such as: when we study object of crime-victim of pupils, we should concern conduct of crime, and then refer to subject of crime. We get “the theoretical model of H structure”. One side of H represents subject of crime, the other object, the connection between them is
medium-conduct of crime, which make the two sides interact and transform.The aim of this article is to explain how to protect and aid the pupil victim. Thus, the theoretical model “study on pupils victim” includes another two factors, those are regularity of crime and prevention of crime. So there are five factors altogether: A. object of crime; B. conduct of crime; C. subject of crime; D. regularity of crime; E. prevention of crime. The model reveal that it is very important for the whole society, schools, parents and pupils to participate in constructing the preventing and aiding system of crime, and the most important is pupil's participation and self-rescue.
3. From paper investigation, we find the astonishing status of crime in school. Nearly half of the students have experienced being threatened, beaten and cursed by others. One out of three have the experience being blackmailed. Most of the victim dare not tell the truth to their parents, which make the crime in school run wild, meanwhile unseen by adults. Another worry is the way pupils take when encounter offending. Most of them adopt the way “resist violently, meanwhile hue and cry”, which may infuriate the criminal and result in homicide. The traditional courses on how to self-rescue is to teach the students cry for help loudly when facing danger. The unscientific way leads to danger of students' lives. The devoid of knowledge on how to protect crime is relevant to teachers scarce of law knowledge. Only 1% of the teachers know the regulation on protecting children in criminal law, which arouse the attention in public now.
4. The relation between delinquency and victim. From traditional theory, the main body of offending to pupils is adults. On the contrary, much data reveal the main reason of campus crime is delinquency.  People usually think the role of offender and victim is definite, while the author of this article find that victim often “drift” to crime after they were infringed by crime among most of the minor offending.
5. People feel horror to SARS and have no effective way to deal with is due to devoid of knowledge about the regulation of SARS producing. The same to the inability and wrong reaction of pupils when facing offending is also because of scarce of information about crime regulations. From this point of view, school education should include the knowledge of crime, especially the regulation of crime in time and space as well as the effective and operational way on how to self-protect.
6. Set up various types of propaganda mechanism, which includes free materials or a book such as “ Ten Thousand Question on How to Protect Yourself” , or chilren amulet including the toy protecting crime, epigram serious, screaming alarm device etc; the program of TV and broadcasting and web site on internet. The west has got great achievements in protecting crimes, which benefit us a lot. The characteristic of propaganda about victim is (1) the delicate handbook on how to prevent crime; (2) effective epigram, such as “ do not talk to stranger”;(3)handing out the toys about preventing crime.
7. Developing activities on safety, which includes the safety in and out campus. Innovating the aiding system such as aiding center of sex-offending which include medical clinic, law section and psychological section; Providing hot line for information around the clock, as well as the home of escaping students which has dining hall, launch, psychological consulting room. All of these can be set up by education department and community altogether.
8. Strengthening the law aiding and protection to pupils, which includes enacting the “Law of Minor Victim Protection”, amending “ Law of Obligation Education”“Law of Teacher” “Law of Protecting Delinquency” etc. to add the content of protecting and aiding doctrine about juvenile victim. The law-maker should seek vast information from the specialist, parents and teachers when enacting the law and regulation on education, and pay more attention to crime preventing and victim aiding in school.
