摘要
具中国本土色彩的“战略人才”,可以认为是“第一资源”中第一重要的资源,指具备一定的知识、技能和能力,能够进行创造性劳动,为落实组织规划、实现组织使命做出较大贡献的人。战略人才的发展,对于以“发展为第一要务”,促进经济社会“科学发展”的中国来说,具有必要性和必然性。
本课题研究中国战略人才发展问题,分为四个部分16个专题。第一部分“研究基础与背景导论”,概要介绍战略人才研究的基础、发展逻辑与胜任力要素,以及中国的人才强国战略与人才建设工程。第二部分“人才指数与发展比较”,开发两种指数,提出并比较战略人才发展生态,实证研究人才与经济增长的相关性,由五个专题构成,分别是省级行政区域战略人才发展指数比较研究、国内一流大学战略人才发展指数比较研究、战略人才发展生态国际比较研究、战略性人力资本投资与经济增长关系国际比较研究和中国战略人才发展与经济增长相关性比较研究。第三部分研究“产业战略与人才发展”问题,专题讨论战略性新兴产业发展与人才供需状况、新一代信息技术产业战略人才发展、生物农业产业战略人才发展、中国企业国际化与战略人才发展,以及国际化企业战略人才发展经验与启示。第四部分讨论战略人才的“发展模式与制度建设”问题,分析科技创新战略人才成长历程与培养策略,概述战略人才开发的国际经验与中国理想模式,探讨党政战略人才发展制度建设问题,最后简要分析了北京经济技术开发区战略性新兴产业人才发展问题。
针对中国战略人才发展问题的研究取得初步成果,为认识战略目标实现与人才支撑的高度相关性和决定性奠定基础,对事业发展战略和人才发展战略的制定者和实施者有借鉴意义,同时可供研究者和学习者参考。
Abstract
“Strategic Talents”,a concept with Chinese native characteristics, refer to the people equipped with definite knowledge, skills and capacity, being able to complete creative work and making greater contributions to the plan-implementation and mission-realization of an organization. Strategic talents may be considered as the first important resource of “First Resources”. It has necessity and inevitability to develop strategic talents in China, “Taking Development Top Priority” and promoting economic-social “Scientific Development”.
The research project on China’s strategic talents development is composed of 16 subjects divided into four parts. In the first part, Foundation & Background,the researchers introduce concisely and to the point “research foundation, developing logic and competency outline on strategic talents” and “talent strategy of reinvigorating China and talent project construction”. The second part titled “Talent Index and Developmental Comparison”, developing two kinds of index, proposing and comparing the ecology of strategic talents development and studying empirically the correlation of talents and economic growth, consists of five subjects including a comparative study on strategic talents development index of provincial administrative regions, a comparative study on the strategic talents development index of China's first-class universities, international comparative study on ecology of strategic talents development, international comparative research of the relationship between strategic human capital and economic growth, comparative study on the correlation of strategic talents development and economic growth in China. The authors specially discuss, in the third part “Industrial Strategy and Talents Development” , development of strategic emerging industries and supply-demand conditions of the industries’ talents, strategic talents development for the new generation information technology industry, strategic talents development in bio-agricultural industry, essentials of internationalization of Chinese enterprises and strategic talents, and experiences and enlightenment of strategic talents development in internationalized enterprises. In the fourth part, the authors study the “Development Model and Institutional Construction”, analyzing the growing up history and fostering strategies of innovative strategic talents in science and technology, introducing briefly international experiences and China's ideal way on strategic talents development, probing into the developing system construction of the party and government strategic talents, and finally studying as a case the talents development for strategic emerging industries in Beijing Economic and Technological Development Area.
The research achievements in China’s strategic talents development lay the foundation of understanding the close correlation and deep conclusiveness between the realization of strategic targets and the support of people with great competence. The reports also have greater referent significance for the strategy makers and executors of business and people development, and meanwhile for reference of researchers and learners.
