五、结论和有待进一步研究的问题

综上所述，在实施高等教育工程化建设战略过程中，采取的类似于经济项目的管理模式，有悖于高等教育发展规律要求，带来了学术竞争行政化、挤占专业工作时间、降低资源使用效率、形成学术泡沫和虚假绩效、削弱可持续发展动力以及增加行政成本和管理失败风险等一系列问题。主要原因，包括对高等教育发展规律认识不足，照搬行政管理模式，简单使用工商管理方法，对高等教育发达国家的高等教育投资管理经验缺乏了解，以及高等教育管理制度创新严重滞后等。

为了实现高等教育科学的可持续的发展，建议采取集中分类管理高等教育建设“工程”和“计划”，简化资源投入程序，建立投资与规划同步机制，强化学术主导和决策力量，创新投资和管理制度等措施。中国的高等教育需要建设，财政投入需要继续增加，但是如何更好地利用国家财政资源，促进高等教育的发展，是一项极其复杂的系统工程。目前尚有许多问题有待进一步探讨。

通过上述分析，基本可以找到二位校长“宁静校园”问题的答案。事实上，在校园里最感受不到“宁静的”人，主要是校长及其领导下的行政管理人员。根源在于政府部门投入巨额专项经费按照经济项目方式建设高等教育，引发了各个学校行政系统之间频繁的、持续的和过度的学术性与非学术性的非合作博弈。

中国人民大学纪宝成校长在接受《人民日报》记者采访时提醒大家：现在有个现象值得警惕，有些人将项目的思维、工头的思维带到大学的管理中来，把大学管得越来越紧。按照我国高等教育法的规定，大学拥有7项办学自主权，但是这些自主权的落实应当说还远未到位。[1]

纪宝成校长的这段话发人深省。中国的高等教育任重道远！

Management Mode of Economic Projects in Projected Construction of Higher Education: Problems and Countermeasures

Abstract:  The management mode of economic projects in projected construction of higher education in China has result in many problems, including administrative intervention in academic competition, occupancy of valuable time for work, excessive concentration of resources on minority faculty, academic bubbles and false performances, weakness of power for sustainable development, increase of administrative cost and risk of managing failure. The main reasons are summed up as being lack of fully understanding the laws and rules of higher education development, copying the administrative mode, simply applying the business management techniques, and knowing little about foreign advanced experiences. To solve the problems and promote the scientific development of higher education, five suggestions are proposed: (a) pooling all the specialized outlays into one foundation and managed by classification; (b) inputting resources to universities based upon their budgets for strategic plans; (c) strengthening the academic power in decision-making; (d) innovating the institutions of investment and management; (e) speeding up the transformation of “ production relations” in higher education.
