All but one 单复数问题

本来，All 修饰复数名词时后面的谓语用复数形式。比如，

All the seats have a number.（《牛津英语语法：即学即练》2011,9，P186）。

所有的座位都有号码。（应该不是所有的座位都有同一个号码的意思，但说All the seats have numbers也不行，会让人误会一个座位有多个号码。All the seats have a number. All the children have a mother.感觉都不如说Every child has a mother.舒服。不提了，越说越见鬼！）

All but one后面接复数名词谓语用复数还是单数呢？感觉还是用复数，如：

All but one of those electors are Democrats.

All but one of those reactors are due to close down by 2023.

All but one student（注意此处不是students） have passed the exam.

但是也有特例，幸亏只找到如下这一句，真见鬼：

All but one of the Great Lakes has a name from Native American languages: Michigan, Huron, Erie and Ontario.(VOA:special.2009.11.11)

也许原文错了吧？应该为All but one of the Great Lakes have...?
