上周在华盛顿的参加的智库活动还有参加位于在马塞诸塞大街的Woodrow Wilson International Center for Shcolars 组织的The US and China:Mutual Public Perceptions（美国与中国公众的相互认知)研讨会。

    Woodrow Wilson Center是为纪念美国前总统威尔逊而成立的研究机构。在第一次世界大战中扬名世界的威尔逊总统，是美国200余年历史上迄今为止唯一一个取得过博士学位的总统，作为一个优秀的学者兼政治家他认为学者和政策制定者是在从事“a common enterprise”（共同的事业）。Wilson Center通过支持一些项目和计划来联合学者和政策制定者，沟通学界和政界，找到他们共同感兴趣的问题促进他们互相学习和影响。该中心经常举办各种活动让学者的思想和研究影响和启迪政策制定者和政府官员。

    本次论坛由Woodrow Wilson Center的基辛格中美研究研究所和清华大学中美关系研究中心合办。因为这是与中国相关的重要话题，以前研讨不多，吸引了多家在华盛顿的媒体，包括当地的CSpain公共电视台也直播了会议。中美间的公众认知引起越来越多的关注，其中有一些引发了负面影响。值得注意的是广泛的公众认识会强烈的影响到官方的政策制定和决策。本次会议请来中美双方的相关学者从多方面探讨的中美公众的相互认知和这一认知对官方决策的影响。

   会议分为四个部分：总体认知——历史、价值观；认知的渠道——学者、学生、媒体、流行文化；潜在的观念差异——法律、宗教、个人权利和集体利益；美国和中国——认知差异对政策的影响。会议的提议设置非常合理，有总体的认知背景深入到认知的媒介和最潜在观念的不同对认识的影响，最后总结性的研究公众认知差异对美中两国政策的制定的影响。论坛结构设置令人印象深刻，以上每一个论题都请来中美双方各一位学者站在中方或美方方面来介绍观点。

   我发现时常双方的观点会有冲突,但在接下来的听众提问中，问答双方你来我往的过程中发现和探讨了很多切中要害的中美公众理解问题。按这个结构进行的本次会议，若是记录下来，本身将是一本关于美中公众认识和政策研究的好书。

   会议的主持人基辛格中美研究研究所的主任、前美国驻中国大使Stapleton Roy和清华大学中美关系研究所所长孙哲。研究中国法律问题的著名专家Jerome Cohen全程参加了会议，Jerome Cohen在学界非常有声望，老先生已经年逾八十，一生致力于中国的法学研究，桃李满天下，去年他的徒子徒孙们还在世界各地为其召开纪念学术活动。记得我80年代中期在北美读MBA的时候，在多伦多的学术活动上就见过他，如今他依然很活跃，思路清晰，提问尖锐。谈及中国法律领域的现实状况和法律与人权问题他非常担忧。参加会议的还有布鲁金斯中国中心研究主任李成、耶鲁大学中国法律中心副主任Jamie Horsley、清华大学陶文钊、王振民等多位美中方面的知名学者。我参加了一天半的论坛很有收获，个人认为无论是探讨的问题本身、讨论问题的形式都很好，中美双方的相关研究者借用智库这一中立平台表达观点、争论问题、切磋想法，最终增进中美民间的交流，影响中美关系政治政策。
