平陵，始于春秋，繁荣于两汉，曹操曾在此任济南国相。晋永嘉年间，济南郡治所由平陵迁至历城，故有“先有平陵城，后有济南府”之说。

    平陵城，也就是省会济南的古城所在地，城址略呈方形，总面积约400万平方米，是全国保存最好的战国汉代郡国城址。
