关于加强上海市物业管理区域燃气助动车停放管理的通知

 Notice about Strengthening Management on Gas-powered Scooter Parking in Realty Management Area

 District (County) Real Estate Bureaus, Public Security Bureaus, Real Estate Groups and Real Estate Management Enterprises:

 各区（县）房地局、公安局，各房地集团、物业管理企业:
      

    In recent years, with the promotion of the policy of “Developing gas-powered scooter, controlling and replacing fuel-powered scooter step by step”, the amount of gas-powered scooter in this Municipaliry has reached 120,000 and is still increasing in ten thousands e3ach year, which brings the isse of parking safety of gas-scooters in realty management area into light.

      近年来，随着“发展燃气助动车，逐步控制和替代燃油助动车”政策的不断推进，本市燃气助动车的拥有量已达12万辆，并以每年数万辆的速度递增，由此产生了物业管理区域内燃气助动车停放安全的问题。

    For the purposes of ensuring the life safety and realty safety of the citizens, Notice about Strengthening Management on Gas-powered Scooter Parking in Realty Management Area is formulated as follows:

    为确保人民群众的生命和财产安全，现就加强本市物业管理区域燃气助动车停放管理工作通知如下：

    I. The realty management enterprises shall strengthen popularizing the enhancement of the wareness of self-protection among the gas-powered scooter owners, making sure that the gas-powered scooter is in good condition, the gas pipelines are well connected and the scooter is parked in the specified area.

    一、物业管理企业要加强对燃气助动车所有人提高自我安全防范意识的宣传，要求其保持燃气助动车性能和燃气管路接口良好，并应当在规定的区域内停放。

    II. The Owner’s Committee of each residential neighborhood shall, based on the actual amount of the gas-powered scooters in the area, proceed in the light of local conditions and explore the situation jointly with realty management enterprise, reasonably formulate the plan and management measures for gas-powered scoter separate parking and make the attention items for vehicle parking known to the users.

     二、各住宅小区的业主委员会要结合区域燃气助动车拥有量的实际情况，会同物业管理企业因地制宜、充分挖潜，合理制定燃气助动车分类停放方案和管理措施，并将车辆停放注意事项进行告知。 
   

    If conditions permit, the residential neighborhood shall set up exclusive parking site for ground-level gas-powered scooters to be parked orderly in the planned boundary.

    有条件的住宅小区，应当设置地面燃气助动车专用停放点，集中在划线区域内有序停放。    

   If non-residence realty management area, a central separate parking area shall be defined and vehicle parking signs shall be made accordingly.

     对非住宅物业管理区域，应当划定分类集中停放区域，做好车辆停放标识。  

   If the realty management area can not provide all its surface area for gas-powered scooters to park, parts of the carports or underground garage with good centilation conditions may be designeated to park the gas-poered scooters, with which appropriate warning signs and extinguishing utilities shall be equipped.

    对不具备燃气助动车全部地面停放条件的物业管理区域，可在车棚或地下车库内选择通风条件较好的部位，划出专门区域停放燃气助动车，并配置相应的警示标志和灭火器材。

   III. The realty management enterprises shall strengthen safety management to gas-powered scooters according to the management     plan, designate a specially-assigned person to implement the system of safety responsibility, strengthen the inspection and take strict precaustions against any possible dangers.

三、物业管理企业要按管理方案加强对燃气助动车停车的安全管理，落实专人负责的安全责任制，加强巡查力度，严加防范。

    Upon the receipt of this Notice, the realty management enterprises shall make a self-checking to the conditions of gas-powered scooters parking within the area, and then make retifications and improvements and improve the management system.

     物业管理企业接文后，要对本区域内燃气助动车停放情况进行一次自查，在此基础上做好整改和完善管理制度。

    IV. The district (county)real estate department and public security department shall strengthen the inspection, guidance and supervision to gas-powered scooters parking management.

     四、各区（县）房地、公安部门要加强对燃气助动车停放管理工作的检查、指导和监督，及时发现问题，消除燃气助动车停放管理中的安全隐患。

     Meanwhile, the public security department shall strengthen the annual inspection to gas-powered scooters, scooters that fail in the safety test by the technical supervision deparment may not pass the annual inspection, and shall be ord ered to make ratifications and improvements to ensure the service safety.

     同时,公安部门要加强对燃气助动车的年检力度，对经技术监督部门安全检测不合格的燃气助动车，年检不予通过，并责令整改，确保使用安全。
