I am very pleased to participate at the opening of the China-India Forum II.   Over the next two days, issues of politics, economics, culture and society relating to our two countries will be discussed.   That, in itself, is a welcome development and a testimony to the growth in our ties.

2. Bilateral relations between India and China are, relatively speaking, going through a ‘blue skies’ period.   Through numerous activities and functions, we are celebrating the 60^thanniversary of India’s establishment of diplomatic relations with the People’s Republic of China.   The first quarter of 2010 has witnessed our defence dialogue, foreign office consultations, policy planning meeting, consular talks and parliamentary visits.  Our Trade Ministers held a productive discussion in January on overcoming challenges currently facing bilateral trade in order to reach the target of $ 60 billion turnover in 2010.

3. The meeting of our Foreign Ministers in April to take stock of the overall relationship and consider new initiatives was a milestone this year.   Celebrations of the 60^th anniversary of the establishment of diplomatic relations were inaugurated on that occasion.  A positive environment encouraged an ambitious Festival of India in China that, quite appropriately, envisaged 60 events in the next six months.   This included cultural performances in 34 Chinese cities, 17 business events, 6 museum exhibitions and 3 film festivals.   High level bilateral visits are also being planned during the year.

4. India and China are demonstrating a growing ability to work together in international institutions and forums.   Our cooperation during the COP-15 at Copenhagen was visible, reflecting our convergence as large developing economies.   The recent BRIC Summit and the G-20 gatherings are other examples of India and China putting in place together the building blocks of the emerging international order.

5. But before we slide into complacency, let me recall that the atmosphere of 2009 was somewhat different.   Issues relating to our border dominated the public discourse.  Trade and visa issues acquired an unnecessary political colouring.  The media in both countries, more often than not, was critical.   How do we guarantee that these will not recur?  Therefore, it is vital that we constantly tend to our ties.

6. I believe that there is a Chinese saying that roofs are better repaired before it rains.  Clearly, that is done best when the sun is shining.   So, in 2010, even as we acknowledge the progress in our ties, I believe it is important that we focus on initiatives to further strengthen them.  Part of that exercise is to put in place a broader engagement between our societies.  The other part of the answer is to work on the concerns of the relationship, be they bilateral, regional or global.   Those are best done by encouraging a constructive dialogue rather than resorting to platitudes or scoring points.

7. I hope that this Forum deliberates in that spirit and contributes to an objective and constructive view of our relationship.    I thank you for your attention.

我很高兴参加第二届中印论坛。这两天参与者将讨论有关两国政治、经济、文化、社会的议题。这本身是应该受欢迎的进展，证明我们双边关系的发展。

相对而言，双边关系正在处于良好的阶段。通过举行多种活动以及典礼， 我们正在庆祝印中建交60周年。在2010年的第一季度，我们已经举行了印中防务安全磋商、外交部官员磋商、领事对话以及议员访问。2010年1月，两国商务部长就克服双边贸易关系面临的挑战以便实现2010年双边贸易额达到600亿美元的目标进行了富有成效的讨论。

4月份，两国外长就回顾全面关系以及考虑新倡议进行的会晤是今年的里程碑。在那个场合，我们开展一系列建交60周年的庆祝活动。一个积极的环境鼓励我们在中国开展一个雄心勃勃的印度节，计划在接下来的半年里举办60 活动，包括在34 城市举行歌舞团演出、在6个博物馆举行展览、在3 个城市举行电影节以及举行17个商务活动。今年也会举行高层互访。

在国际组织与论坛，印度和中国显示出越来越强的合作能力。在第15届缔约方会议上我们的合作是有目共睹的，反映了我们作为大的发展中经济体具有共同点。最近举行的金砖四国峰会和20国集团会议是印度和中国为新兴际秩序奠定基础的其他例子。

出现自满情绪之前，我要提醒大家，2009 年的气氛是不同的。有关边境的议题大大影响了公共话语。贸易与签证问题不必要的政治化了。两国媒体报道是批评性的。我们怎么保证这种情况不再发生？所以，不断的关注双边关系是关键的。

中国有一个成语：未雨绸缪。显然，阳光灿烂的时间是最恰当的。所以，在2010 年，虽然我们承认双边关系取得了进展，但是我觉得我们把注意力集中于进一步加强关系的倡议是重要的。其中一部分是，两个社会之间要实现更广泛的接触。另外一部分是，我们应该共同努力来处理我们关系中的双边、区域性、或全球性的关心问题。最好的方法是鼓励建设性的对话，而不要老生常谈。

我希望本次论坛以此精神进行讨论以及对于我们关系的客观、建设性评价做出贡献。谢谢大家。
