如果你到银行，问银行经理，你要发199/799资金证明，他会给你的答案是：没这东西！MT199, 是现金电汇，附带文字叙述！不可以当资金证明使用！MT799是信用证格式，只有发BG, SBLC, DLC, PG....如果发了799就是资金锁定函，等于开证一般！（他就可以运用这笔资金，因为是锁定给他的）

凡是要预付一笔钱的，都是假的！油厂根本不要要求这些东西！都是中人，因为他们有付出，所以要求要用『收入』，才会有如此多的理由名义要『先收钱』！

我请俄罗斯律师问过，能源工业部，法务部，贸易部到底有没有这些莫名其妙的费用？如果有，我该付多少钱？

律师答案是：『付给我就好了』！

再说一次，银行没有『软查询』，即便我给你授权查询我的帐号，银行也不会让你查询，他们没有义务给『帐户本人』以外任何人，查询任何当事人帐户！不接受委托！

你的帐户，连你的太太都不可以查询.....

Go to the Bank, ask banker that you want to SWIFT, .... NO one will answer you....

You have to understand, SWIFT is not a product, you can not decide which SWIFT you want, you can only accept that final decision from SWIFT room manager.... such as MT799 or MT999 for Pre-Advice, up to now, PA of DLC is done either by MT799 or Mt999, we do not know until we got the copy....

MT799 is BLOCK FUND, no matter it is BG, PG, DLC, SBLC...all of them are block fund. There is NO MT799 POF...Either nor MT199 POF......
