想在国内专业数学杂志发一篇有分量的论文，比登天要难。编辑们架子很大，杂志门槛很高。高贵的小姐，追求者众，嫁人者稀。再说，中国的专家们，也是自己信心不足，仰人鼻息，不愿承担审稿责任，还不如到国外试试。最近在网上下载了这篇资料，简单加以整理，供同行借鉴，需要补充的，大家不妨在评论中补充，余将不胜感激：
