THE COMMISSION OF THE EUROPEAN COMMUNITIES,

Having regard to the Treaty establishing the European Community, Having regard to Directive 2000/53/EC of the European Parliament and of the Council of 18 September 2000 on end-of-life vehicles (1), and in particular Article 8(2) thereof, Whereas:

欧共体参照欧盟成立条约，以及欧洲议会及欧盟理事会2000年9月18号2000/53/EC号关于汽车报废的条约第8（2）款：内容如下：

(1) Under Directive 2000/53/EC, the Commission is to establish component and material coding standards, to be used by producers and material and equipment manufacturers, in particular to facilitate the identification of those components and materials which are suitable for reuse and recovery.

（1）根据2000/53/EC号指令，委员会将建立零部件及材料编码标准，此标准将为汽车生产者、原材料及设备生产者使用，尤其是可以用来鉴定各回收利用部件及原材料。

(2) It would be appropriate to establish further coding standards on the basis of the practical experience gained in the recycling and recovery of end-of-life vehicles.

可以从废旧车辆的回收利用的过程中积累经验，并在此基础上建立更成熟的编码标准

(3) The measures provided for in this Decision are in accordance with the opinion of the Committee referred to in Article 11 of Directive 2000/53/EC, HAS ADOPTED THIS DECISION:

本规定的措施是根据委员会2000/53/EC号指令第11条得出的， 得出一下决议项：

Article 1

Without prejudice to Article 3(3) of Directive 2000/53/EC, Member States shall take the necessary measures to ensure that producers, in concert with material and equipment manufacturers, use the nomenclature of ISO component and material coding standards referred to in the Annex to this Decision for the labelling and identification of components and materials of vehicles.

条款1

在不违背2000/53/EC号指令第3(3)款的前提下，会员国应采取必要的措施以保证生产者、材料和设备制造者使用根据车辆零部件及材料标签标识规定而得出的ISO部件及材料编码中提及的专业术语。

Article 2

Two years after the entry into force of this Decision, on the basis of the practical experience gained in the recycling and recovery of end-of-life vehicles, the present Decision shall be reviewed in order to establish, if necessary, component and material coding standards for other materials.

条款2

本决定生效一年后，在废旧车辆回收利用的实践经验基础上如果有必要的话应在本决定中增加其他物料的编码标准。

Article 3

This Decision shall apply from 1 July 2003.

条款3

本决定自2003年7月1日起生效。

Article 4

This Decision is addressed to the Member States.

For the labelling and identification of vehicle plastic components and materials having a weight of more than 100 grams,

the following nomenclature applies:

—     ISO 1043-1 Plastics — symbols and abbreviated terms. Part 1: Basic polymers and their special characteristics.

—     ISO 1043-1塑料件-符号与缩写术语。第1部分：基本聚合物及其特色。

—     ISO 1043-2 Plastics — symbols and abbreviated terms. Part 2: Fillers and reinforcing materials.

—     ISO 1043-2塑料件-符号与缩写术语。第2部分：填充物及加强材料

—     ISO 11469 Plastics — Generic identification and marking of plastic products.

—     ISO 11469塑料件-塑料产品通用标识和标记。

For the labelling and identification of vehicle elastomer components and materials having a weight of more than 200grams, the following nomenclature applies:

重量超过200g的汽车橡胶零部件和材料标签和标识，下列术语适用于：

— ISO 1629 Rubbers and latices — Nomenclature. This shall not apply to the labelling of tyres.

The symbols ‘<’or‘ >’ used in the ISO standards, can be substituted by brackets

—ISO 1629橡胶和胶乳-术语。此术语不适用与轮胎标签。在ISO标准中使用的符号<’or‘ >’可用括号替代。
