The international community must act immediately to ensure that all countries reduce their consumption of fossil fuels, such as gas and oil. To what extent do you agree or disagree?(2014.1.25 国际社会合作减少化石燃料消耗)

Some people think they have right to use as much fresh water as they want, while others believe governments should strictly control the use of fresh water as it is limited resource. Discuss both views and give your own opinion.(2013.09.28)淡水资源使用是否该受控制。
此类话题近来考的还比较“偏”,童鞋大都反映不太好写。下面Amy 提供了两个版本,有兴趣的朋友不妨比较一下,你们觉得哪个更符合考试的要求呢?(提示:从task response的角度去评判)
Sample Answer (Version 1)
With the growing population and rapid industrial development, the supply of fossil fuels like oil and gas is far behind the demand in many countries. Therefore, some people suggest that developing those remote areas should be a good way to solve this problem.
This proposal sounds
practical for the following reasons. First,
However,there
are some concerns about this practice. First, this would pose a
threat to the balance of local ecology and environment if the
exploration is not handled properly. The target places are often
habitats for wildlife and if they are to be explored these wildlife
will have not place to stay. Even if they will be rebuilt after the
development, it is hard to maintain their original
status.
In conclusion, there are both potential advantages and drawbacks of tapping into untouched places for energy sources. It might be worth doing so considering more economic benefits to one country that possesses abundant natural resources. However, alternative sources like wind, solar or nuclear power which are cleaner and reusable should be recommended for many other countries with limited natural resources.(By Amy)
Sample Answer (Version 2)
With the growing population and rapid industrial development, the supply of energy is far behind the demand in many countries. Therefore, some people suggest that developing remote areas should be a good way to solve this problem. Personally, I do not believe this is an ideal solution.
First, exploring
those remote areas for energy sources would result in a more
deteriorating environment for living. There is no denying that
local ecology system will be greatly changed after the exploration.
As the target places are often habitats for wildlife and if they
are to be explored the wildlife will have not place to stay. Even
if they will be rebuilt after the development, it is hard to
maintain their original status.
Second, to solve the problem of energy crisis, a more effective and practical way is to develop replaceable resources likewind, solar or nuclear powers that are cleaner and reusable. Every year almost every government around the world has to allocate a large portion of their budget to deal with the environmental problems caused by wide use of fuels such as oil and gas. If this money can be invested to develop replaceable sources, there is hope that the environmental problems can be radically solved.
Admittedly, tapping into energy power in remote and untouched places might bring certain benefits. For example, more job opportunities can be created for local people. Also, once the place has been detected and explored, there will be room for infrastructure construction and hence a strong boost to local economy can be predicted.
In conclusion, I believe the potential risks of exploring untouched areas will far outweigh the benefits. Even if one country possesses abundant natural resources, alternative sources like wind, solar or nuclear powers should be recommended, as this is the fundamental way to solve the long-term energy problem.(By Amy)
